NAME OF PROJECT    :    STRENGTHENING LESOTHO’S CAPACITY TO ADVANCE THE NATIONAL ADAPTATION PLANNING PROCESS (NAP)

The Government of Lesotho through the Lesotho Meteorological Services (LMS) under the Ministry of Defence, National Security and Environment is implementing a three-year climate change project titled “Strengthening Lesotho’s Capacity to Advance the National Adaptation Planning Process (NAP)” from May 2022 – November 2025. The NAP project was approved in June 2020 by the Green Climate Fund (GCF) under the Readiness and Preparatory Support Programme Proposal [Grant Reference Number: LSO-RS-003]. The United Nations Environment Programme (UNEP) is the Delivery Partner (DP) supporting the LMS in the implementation of this NAP project in accordance with its Framework Agreement with the GCF and will have the role of supporting and overseeing the project implementation and providing technical support. The NAP intends to build on the National Adaptation Plan of Action (NAPA), the National Climate Change Policy and the other plans and strategies by assessing opportunities for implementing medium- and long-term climate change adaptation actions.

In this regard, the LMS is looking to engage a reputable Monitoring and Evaluation Specialist to undertake the following:

  1. To strengthen the national capacity on monitoring and reporting (M&R) and to establish an M&R system for the NAP process to enable effective tracking of outputs to ensure long-term sustainability.
  2. Consolidate the NAP for Lesotho with associated national adaptation targets and monitoring and reporting framework.

Qualifications and experience:

  • At least Master’s degree (Preferably PhD) in Environmental Sciences, Climate Change, Development studies, Law, Public policy, Monitoring and Evaluation or a closely related field.
  • A minimum of 10 years’ relevant work experience in relation to climate change adaptation planning and policy, and integration of climate change into national development processes and sector policies and strategies.
  • At least two previous similar assignments related to coordinating and drafting national climate related policies and/or action plans or strategies, and associated implementation, financing and monitoring strategies, preferably in a developing country context and within the region
  • Demonstrated previous experience in leading and facilitating high-level multi-stakeholder consultative processes to elaborate policies and programmes.
