Monitoring and Evaluation Officer (M&E): This position is based in Pretoria and reporting to the M & E Project Manager provides support in defining measures of success, tracking performance across programmes against key indicators, strengthening the use of data for continuous quality assurance and improvement. The M&E Officer will facilitate compliance and demonstrate accountability to our stakeholders. This position provides technical assistance to the M & E Project Manager, M&E Advisor and Head of Programmes for the development and implementation of M & E systems and activities that support the VMMC (Voluntary Medical Male Circumcision) project implementation, programmatic decision making, and results reporting to donors. In collaboration with the M & E Advisor, VMMC Deputy Chief of Party, Project – and M&E Teams the M&E Officer assists in the design, adaptation, field testing, and implementation of programme monitoring and information systems. S/he ensures M&E data collected and information meet quality standards. The M&E Officer assists in translating monitoring and evaluation data and findings into programme improvements.

Required Qualifications
Relevant Bachelor’s degree or equivalent qualification
At least 5 years working in the donor funded environment
At least 5 years’ experience monitoring and evaluating health programs in South Africa
Experience and expertise using quantitative and qualitative methods
Experience in working with analytic software
Experience in developing monitoring and evaluation frameworks for multiple programmes
Experience reporting on PEPFAR indicators, NDoH, WHO, etc. would be an added advantage
Ability to communicate technical material to lay and technical audiences;
Excellent verbal, written communications and presentation skills.
Required Knowledge: (functional or technical)
Knowledge of the CDC/USAID reporting requirements (PEPFAR)
Knowledge of National Department of Health (NDoH) and WHO requirements
Knowledge on development of M&E systems and tools
Knowledge of HIV/AIDS prevention programs in SA (Medical Male Circumcision)
Required Abilities/Skills: (Ability to work in a fast paced, complex environment with multiple tasks, short deadlines and turn-around times and intense pressure to perform)
Ability and willingness to learn
Ability to transfer skills
Excellent communication, presentation and writing skills;
Team building and coordination; field oriented and results oriented
Field oriented and comfortable with a team approach to programming;
Ability to manage several major activities simultaneously;
Ability to interact with established networks of health professionals;
Ability to travel independently in new environments;
Proven computer skills in Word Access, PowerPoint, Outlook, Access, SPSS and other statistical software
Fluency in English and at least one SA language
