VACANCY ANNOUNCEMENT

Phelisanang Bophelong HIV/AIDS Network, herein referred to as “PB,” will be supporting the implementation of the Community Tuberculosis (TB) Screening and Diagnosis activities in four (4) districts — Leribe, Berea, Maseru, and Mafeteng — under the Ministry of Finance and Development Planning – Project Management Unit (PMU) for the Global Fund supported project.

The implementation is expected to commence from 01st November 2025 to 31st March 2027.

In order to successfully implement TB Screening and Diagnosis activities, PB announces the following vacant positions and invites interested, passionate, committed, and suitably qualified candidates to apply.

Monitoring and Evaluation Officer (1 Position)

Coverage: All four districts
Reporting to: M&E Manager

The M&E Officer will lead the design, coordination, and implementation of all monitoring, evaluation, learning, and reporting activities for the TB program.

Key Responsibilities:

  • Design and implement the TB program M&E framework and data collection systems.
  • Develop M&E tools, data collection instruments, and standard operating procedures.
  • Ensure consistent use of data quality assurance mechanisms (DQAs) at all levels.
  • Conduct data validation and verification exercises across facilities and community levels.
  • Analyse program performance against indicators and targets and generate reports.
  • Build capacity of Nurses, Data Clerks, and Community TB Change Agents on data collection, analysis, and reporting.
  • Coordinate program performance review meetings and data review forums.
  • Participate in national M&E technical working groups, TB review meetings, and DQA exercises.
  • Support integration of TB, HIV, and community-level data into national systems.
  • Ensure quality of all TB Program reporting processes (internal, donor, and government).

Qualifications, Experience & Skills:

Experience working within NGOs, CBOs, or CSOs.

Bachelor’s Degree in Statistics, Epidemiology, Demography, Information Systems, M&E, or a related field.

Minimum of 3 years’ experience in M&E for TB programs.

Experience in managing large datasets, data analysis, and reporting.

Proven knowledge of National M&E frameworks, TB indicators, and Health Information Systems.

Proficiency in Microsoft applications.

Experience conducting research.

Knowledge of statistical packages (SPSS, STATA, R, COMCARE, etc.).
