Advertisement for Project Management Unit Positions

The Government of the Kingdom of Lesotho through the Ministry of Agriculture, Food Security and Nutrition (MAFSN) will be implementing a Wool and Mohair Value Chain Competitiveness Project (WAMCOP), which is a 7 years project that will be covering the 10 districts of Lesotho. The project loan, is financed by the Government of Lesotho, International Fund for Agricultural Development (IFAD), Organization of the Petroleum Exporting Countries (OPEC) Fund for International Development, Global Environment Facility (GEF) and beneficiary’s contributions. The project’s overall goal is to increase the economic and climate resilience of wool and mohair value chain stakeholders, with emphasis on wool and mohair farmer’s livelihoods, including women and youth. The MAFSN is establishing a project management unit and would like to make a call to the relevant professionals for the following project positions;

Position: Monitoring and Evaluation Officer (M&EO)

Reports to: Project Coordinator

Duty Station: Maseru with intensive traveling to the 10 Project Districts

Job Summary:

Reporting to the M&E Manager and working very closely with the Knowledge Management and Learning Officer. The M&EO will play a crucial role in ensuring that programs and projects are accountable, effective, and responsive to the needs of beneficiaries and stakeholders. The incumbent will ensure that WaMCoP has a robust, effective, and manageable M & E system in place. The M&E Officer will also instil quality assurance, integrity, and accountability across the M&E function. Will ensure the M & E system supports the Knowledge Management, Learning and Communication system of the project.

Establishment of Monitoring and Evaluation System

  • Establish a Monitoring and Evaluation (M&E) system considering the Government monitoring frameworks, and inform IFAD ORMS, the project objectives and the experience from other IFAD supported Projects in Lesotho.

Organizing and Supervision of Survey

  • In collaboration with members of the PCU, the Districts and implementing partners, fine-tune the M&E indicators and the log frame of the project;

Performance Monitoring and Management

  • Organize training on M&E for members of the PCU, implementing partners and Districts as required
  • Improve project performance by providing relevant and well-researched information to the PCU, implementing partners and counties on a timely basis;
  • Ensure capture of intended impact as well as successes and failures.
  • Liaise with the component managers within the key ministries and the Field Implementation Teams in the Districts, implementing partners and service providers for effective linkages and information exchange
  • Assess the impacts of the projects on the socio-economic conditions of the target communities;
  • Ensure gender mainstreaming and equality in all project activities;

Qualifications and Experience

  • Holder of a Postgraduate Degree in any of the following fields: Monitoring and Evaluation, Demography, Population Studies, Statistics, Economics, rural development from a reputable University PLUS 4 years of work experience at the management level in the field of Economics and Development Planning.

OR

  • Honors Degrees OR Postgraduate Diploma in Economics/Statistics, Monitoring and Evaluation, Demography, Population Studies, rural development PLUS 6 years of work experience at the management level in the field of Economics and Development Planning.

OR

  • Bachelor’s Degree in Economics/ Statistics, Monitoring and Evaluation, Demography, Population Studies, rural development PLUS 8 years of work experience at the management level in the field of Economics and Development Planning.

Skills and Competencies

•       Planning and organising Skills

•       Effective Communication &negotiation skills

•       Ability to navigate complex governance and stakeholder management situations

•       Results oriented

•       Demonstrated experience of at least 3 years of application of Computer statistical packages and/ or data analysis software (e.g. SAS, SPSS, and Advanced Excel) and basic computer skills (word-processing, power point, and databases)

•       Proven high level of integrity in handling public resources and in executing duties.

•       A high level of interpersonal and management skills and ability to work with teams.
