JOB TITLE: Monitoring and Evaluation Officer

RESPONSIBLE TO: Programs Director

SUMMARY:

The M&E Officer is responsible for all LPPA research, monitoring and evaluation of activities as well as ensuring that the work of the section is carried out to a high professional standard and in accordance with the overall mission and objectives of LPPA.

MAIN DUTIES

  • Develops and strengthens monitoring, inspection and evaluation procedures.
  • Monitors all project activities, expenditures and progress towards achieving the project output.
  • Monitors and evaluates overall progress on achievement of results.
  • Provides feedback to the Programs Director and Senior Management on general program performance.
  • Keeps abreast of developments in grant/program changes and progress in order to advise and recommend tools and strategies to increase program performances and results.
  • Identifies strengths and weaknesses in existing data collection and management systems, and proposes solutions along with the Program Director.
  • Performs regular field visits to ensure the quality of data collection by Programs Team and to verify the accuracy of reported data.
  • Supports the Programs Team to ensure that Donor, Partner and Senior Management data queries are addressed in an accurate and timely manner.
  • Assists the Program Team in establishing log frames, M&E work plans and targets during the drafting of donor project proposals as well as throughout project implementation.
  • Reviews and analyzes weekly reports with the Program and Service Delivery Coordinator to identify causes of potential bottlenecks in clinical set up and to enhance quality of reporting.

QUALIFICATION AND EXPERIENCE

  •  BA Degree in Economics with Statistics plus three years’ experience in research, monitoring and evaluation of programs.
  • NGO/CSO experience will be an added advantage.

KNOWLEDGE, SKILLS AND ABILITIES

  1. Possesses strong oral and written communication skills.
  2. Works independently with little direct supervision.
  3. Accepts responsibility and is self-motivated.
  4. Understanding of Sexual and Reproductive Health issues.
  5. Good communicator and listener.
  6. Ability to design M&E tools, surveys and evaluations
  7. Good level of proficiency in Windows Excel and quantitative analysis
  8. Demonstrated ability to train and build capacity of others
  9. Excellent organizational skills
  10. Strong interpersonal skills
  11. Capacity to produce high quality briefs and reports.
