Background
The Ministry of Energy and Meteorology is implementing the “Lesotho Renewable Energy and Energy Access Project” (LREEAP) funded by the Government of Lesotho (GoL) and the World Bank (WB). The objective of the project is to increase energy access in rural and peri-urban areas of Lesotho.

The project comprises three components: Grid Extension to Industrial Zones and Peri-urban areas of Lesotho; Rural electrification by mini-grids; and Technical Assistance to support project implementation. The LREEAP hereby invites applications from eligible candidates for the following positions:

MONITORING AND EVALUATION OFFICER

Roles and Responsibilities
The Monitoring and Evaluation Officer is expected to undertake the following roles and responsibilities.
i. Develop an M&E manual and indicator collection protocols for the project that captures all relevant quantitative and qualitative data and information to report the progress and performance of the project.
ii. Oversee implementation of M & E systems through regular filed monitoring and visits and tracking of Key Performance indicators.
iii. Liaise with Project Coordinator to collect and analyze data and to determine progress achieved.
iv. M&E officer will be responsible for preparing monthly and quarterly progress reports for discussion by the Project Coordinator and the World Bank during implementation and support missions.
v. Monitor and evaluate and report on all project-related matters to Project Coordinator (i.e. preparing monthly progress reports).
vi. Data collection, analysis and forecasting.
vii. Ensure that M&E deliverables are of high quality and submitted in a timely manner.
viii. Review field reports, baseline studies and evaluate reports.
ix. Assist in preparing Project completion report.
x. Outputs reports required by WB and GOL.
xi. Develops templates for data and information gathering from project sites periodic reports.
xii. Work with the Project Manager to conduct the Project assessment and ensure quality implementation and adherence to minimum standards of the World Bank;

Minimum Qualification and Experience
i. Five (5) years relevant experience in monitoring and evaluation.
ii. A minimum requirement of a Bachelors Degree in Economics and Statistics.
iii. Competence in Programming and analysis using programs such as SPSS, STATA or any other is the advantage.
iv. Experience in evaluation methods and results-based reporting.
v. Knowledge and understanding of the Energy Sector.

Reporting Requirements
The M&E will report to the Project Coordinator and produce reports as required.

Other Requirements
i. Excellent oral and written communication skills.
ii. Ability to work both independently and within teams.
iii. Ability to spend extended periods in the field and work at irregular hours.

Location and Duration of the Assignment
The Monitoring and Evaluation Officer will be based in Maseru, Lesotho at the Department of Energy
in the Ministry of Energy and Meteorology. Frequent travels inside and outside the country will be
required for supervision of project implementation. Travel costs thereto shall be covered under PIU.
