ABOUT GRASSROOT SOCCER

Grassroot Soccer (GRS) South Africa is an innovative adolescent health organisation that educates, inspires and mobilizes at-risk young people to overcome their greatest health challenges and live healthier, more productive lives. GRS uses the power of soccer to connect young people with the mentors, information and health services they need to thrive, and empowers adolescents to make educated choices about pressing health challenges such as HIV and AIDS, sexual and reproductive health and rights, and gender-based violence. GRS’s evidence-based programmes, led by trained local Coaches, incorporate soccer into dynamic lessons about health and wellness that engage young people and breaks down cultural barriers. 

ROLE OVERVIEW

The Monitoring and Evaluation (M&E) Officer is responsible for quality data management, development and review of tools, capacity building, systems evaluation, learning and development of M&E standard operating procedures, updating of the M&E Plan, execution of the M&E plan and adherence to M&E SOP of the project. Additionally, responsible for supervising and supporting the GBV Response team of data capturers.  

This role will focus on developing processes, tools, community mapping exercises where necessary, ensuring that all project staff are reporting as per project indicators. S/he will also be the primary technical support for the project, acting as a liaison between the GRS M&E Coordinator and GRS Global reporting teams to ensure integration between GRS SA and the GBV response project. In addition, s/he must ensure that all GBV response data is captured and stored correctly in the Salesforce data management system used by GRS.  

PRIMARY RESPONSIBILITIES

Programme design, technical support and aligning project to indicators
Develop and provide input into monitoring and evaluation methodologies for measuring GBV response project to achieve its mission and outcomes.
Provide operational research guidance, planning and evaluation guidance and tools for the implementation of IMPOWER and STEPPING STONES intervention and assist in some of the modified direct programmes M&E requirements.
Work in collaboration with other departments to ensure that the monitoring and evaluation system is properly integrated.
Explore new ground and contribute to a more systematic culture of learning and improvement.
Assess changing programmes needs with regards to M&E and donor requirements.
Work with GRS M&E Coordinator to ensure that GBV response data is integrated into GRS’s data management system. (i.e., de-duplication, linkages and referral case management, individual testing data, etc.)
Development and monitoring of M&E tools to better capture project data .
Research best practices and new M&E methods to improve project M&E processes.
Review RDQA tools to suit the project audit requirements.
M&E System and Process Management
Ensure all the M&E procedures and processes are adhered to.
Provide Monitoring and Evaluation training and technical support on systems, procedures and tools to the modified direct teams
Management of accuracy of all SA data input into GBV response DATIM and Salesforce
Review and track and quality control all M&E site reports (includes intervention reports, pre/post, HCT data, etc.)
Responsible for training of all GBV response M&E personnel and interns
Liaise with relevant external M&E teams to co-ordinate and manage shared data and systems
Management of data quality assessment processes across SA including but not limited to annual Routine Data Quality Assessment and ongoing assessments
Promote and decentralize data quality management
Oversee all data collection and input into the GRS data management system
Run reports in from GBV response DATIM for reports, data validation, data cleaning and feedback
Periodically review M&E tools (pre- and post-quizzes, attendance forms, testing reports, referral etc.) to fit the South African context and guided by donor M&E requirements.
Data Reporting, Review and Evaluation
Provide support and guidance to the Management Team to ensure proper use and interpretation of monitoring and evaluation processes, tools and data
Liaise with external consultants, prime M&E team for evaluation purposes
Conduct Monthly data review and data reflection Meetings for learning and data review purposes.
Disseminate data to various stakeholders and platforms
Data reporting to as per funder requirements and guided by GRS
Quarterly data quality assessment and progress report (including updating Grant Deliverables and Targets doc)
Report Project team and SPM, M&E Manager about target progress and areas for improvement
Contribute to the M&E report writing for all current grants requiring M&E data and systematically validating data when required. Provide written reports to the MD on the progress of the EAP and care programmes.
Staff Training
Provide training and support to all GBV response project staff, modified direct, and other relevant staff.
Monitor and appraise the performance of assigned staff against agreed upon M&E responsibilities.
Support the development of assigned staff with regards to capacity building around technology, project DATIM and M&E skills
Provide input and feedback to line manager for Supervision Meetings with staff on M&E Objectives. Oversee the activities of the team to ensure effective delivery of workplans and to deliver outstanding customer service
QUALIFICATIONS AND EXPERIENCE

Key Professional Experience and Personal Attributes:
3-5 years’ experience in M&E
Degree or Postgraduate in Social Sciences or other Public health related qualifications
Experience and understanding of USAID M&E requirements and standards
Experience and ability in the areas of conducting public health (HIV/AIDS, GBV, Linkage and Care, DREAMS, Case Management or operational research: community mapping, stakeholder analysis (qualitative and quantitative), impact assessments, programme monitoring and evaluation and documentation
Computer literacy with a strong background in data collection and evaluation
Familiarity with NGO systems and an understanding of donor and government monitoring and evaluation requirements is required/essential
Detail oriented, accurate and precise
Strong Microsoft Suite skills, in particular Excel
Applicants must be team players who are capable of working independently in a fast-paced and multicultural environment
Experience with Salesforce or similar data management tools/ statistical software
Confident, assertive communicator who can work comfortably with diverse groups of people and    across all levels
Excellent writing skills in English and preferably, but not required, another SA language
