Role Overview
Gender Links is seeking a dedicated and analytical Monitoring & Evaluation (M&E) Officer to lead the monitoring, evaluation, learning, and reporting functions across its programmes in Lesotho. The successful candidate will support the implementation of the European Union-funded project, Enhancing Civic Participation and Media Engagement to Promote Democratic Governance and Accountability in Lesotho.
The role focuses on ensuring high-quality data collection, analysis, reporting, and evidence-based decision-making to measure programme performance and demonstrate impact.
Key Responsibilities
- Develop and implement monitoring and evaluation frameworks for programmes and projects.
- Design logical frameworks, performance indicators, and results measurement systems.
- Collect, analyse, and interpret qualitative and quantitative programme data.
- Monitor project performance against targets and donor requirements.
- Prepare high-quality monitoring reports, evaluation reports, and donor reports.
- Ensure data quality assurance and compliance with monitoring standards.
- Support evidence-based planning and programme improvement.
- Maintain programme databases and reporting systems.
- Provide technical support on results-based management and performance monitoring.
- Work closely with programme teams to strengthen learning and accountability.
Minimum Qualifications
- Bachelor’s Degree in Monitoring & Evaluation, Statistics, Economics, Development Studies, Social Sciences, Public Administration, Project Management, Data Science, Information Management, or a related field.
- A Master’s Degree will be an added advantage.
- Professional training in Monitoring & Evaluation, Data Analysis, Results-Based Management, Project Management, Research Methods, Database Management, or Statistical Software will be an added advantage.
- Valid driver’s licence.
Experience & Skills
- Three to five years’ experience in monitoring and evaluation within the NGO, development, or public sector.
- Experience developing M&E frameworks, logical frameworks, indicators, and performance monitoring systems.
- Experience collecting, analysing, and interpreting qualitative and quantitative data.
- Experience preparing donor reports and ensuring donor compliance.
- Strong knowledge of monitoring tools, data quality assurance, and results-based management.
- Proficiency in Microsoft Excel and data management tools.
- Experience with statistical software is an added advantage.
- Excellent analytical, report-writing, and communication skills.
- Excellent written and spoken English and Sesotho.
- Experience working on European Union-funded projects is an added advantage.
