1. Introduction

The Lesotho National League of the Visually Impaired Persons (LNLVIP) is a non-governmental organization dedicated to advocating for the rights and improving the quality of life of visually impaired persons in Lesotho. To strengthen accountability, effectiveness, and impact, LNLVIP seeks to recruit a highly motivated and experienced Monitoring and Evaluation (M&E) Officer.

6. Job Summary

The M&E Officer will be responsible for designing, coordinating, and implementing monitoring and evaluation activities across LNLVIP’s programs and projects. The role includes developing M&E frameworks, collecting and analyzing data, preparing reports, documenting lessons learned, and ensuring that LNLVIP’s interventions are evidence-driven and responsive to the needs of the visually impaired community.


7. Key Responsibilities

M&E System Development and Implementation

  • Develop and refine LNLVIP’s M&E framework, including indicators, tools, and methodologies
  • Ensure M&E is integrated into all program and project cycles
  • Train staff and partners on M&E concepts, tools, and procedures

Data Collection and Management

  • Oversee systematic data collection, entry, and management
  • Ensure data accuracy, quality, and completeness
  • Maintain a robust database for program information

Monitoring and Reporting

  • Conduct regular field monitoring visits to assess project progress and identify challenges
  • Prepare timely, high-quality progress reports (monthly, quarterly, annual) for internal use and donors
  • Develop dashboards and other visualizations to communicate findings

Evaluation

  • Support baseline, midline, and endline evaluations
  • Contribute to evaluation terms of reference and consultant selection
  • Review and provide feedback on evaluation reports

Learning and Knowledge Management

  • Facilitate workshops to share findings and best practices
  • Document lessons learned, case studies, and success stories
  • Support the production of knowledge products and publications

Stakeholder Engagement

  • Work with staff, partners, and beneficiaries to ensure inclusive participation in M&E activities
  • Share findings with stakeholders in accessible formats

Other Duties

  • Support basic procurement-related processes as required
  • Perform additional duties as assigned by the Executive Director

8. Required Qualifications and Experience

Education

  • Minimum: Diploma in Social Sciences, Development Studies, Statistics, Public Health, Project Management, or a related field
  • Advantage: Bachelor’s Degree in a relevant discipline

Work Experience

  • At least 3 years of practical M&E experience, preferably with organizations of persons with disabilities (OPDs) in Lesotho

Technical Skills

  • Demonstrated ability in M&E framework and system development
  • Strong data collection, analysis, and reporting skills
  • Proficiency in data analysis tools/software (e.g., KoboCollect, SurveyMonkey, Excel, SPSS, R)
  • Knowledge of both qualitative and quantitative research methods
  • Basic understanding of procurement processes

Interpersonal Skills

  • Practical experience working with visually impaired persons
  • Excellent communication, facilitation, and presentation skills
  • Strong teamwork and multitasking abilities
  • High integrity, professionalism, and ethical conduct

Language

  • Fluency in Sesotho and English (spoken and written)

9. Desirable Attributes

  • Experience in advocacy and rights-based approaches
  • Knowledge of disability inclusion principles
  • Ability to work under pressure and adapt to changing priorities
