VACANCY: Monitoring and Evaluation Manager(M&E)

Humana People to People in South Africa seeks to recruit a Monitoring and Evaluation Manager to lead the M&E department for the Malaria Programme which works in the three endemic provinces of Mpumalanga, Limpopo and KwaZulu-Natal. The position is based in Pinetown at our head office within the Program Department, KwaZulu-Natal Province. HPPSA is looking for candidates that meet the below listed qualities:

Reporting structure:
The Monitoring and Evaluation Manager will report to the Country Program Manager.

Job Purpose: 

The Monitoring and Evaluation Manager will manage and provide technical oversight of the implementation of the HPPSA Malaria program which currently includes eight mobile border surveillance units working at and along the borders and villages neighbouring Mozambique and ESwatini. The malaria programme works in conjunction with the National Malaria Control program (NMCP) at both national and the provincial level in South Africa. The role will support the goal of malaria elimination in South Africa as set out by the NMCP.   

Qualifications:
Degree or equivalent in the Public Health or Social Sciences sector (Monitoring and Evaluation qualification preferred)
Minimum of 5 years’ experience in monitoring and evaluation including the design and management of M&E systems, in the health and social development sectors.
Experience with bilateral and multilateral donor M&E requirements including experience in maintaining donor relationships and communicating with donors, with experience working in grants funded by the Global Fund to fight AIDS, Tuberculosis and Malaria or USAID preferred.
Demonstrated understanding of data management systems with knowledge of DHIS2 (advantageous) and other software including full Microsoft Suite.
Geographic Information System Mapping (GIS) abilities useful (advantageous).
Strong technical skills – the incumbent should be a fast learner who can quickly grasp technical M&E requirements and clearly communicate these to the team, ensuring they are correctly implemented
Leadership skills and the ability to manage and coordinate staff.
Proficiency in English essential and any other South African languages or Portuguese an advantage
Excellent written and report writing skills
Proven ability to work as a team member within a multi-disciplinary team
5 years valid drivers’ license, willingness to travel within the three endemic provinces. Licence must not be endorsed.
Responsibilities:
MER
Oversee the design and management of electronic data management systems required by the NMCP and/or PR, including contract management of IT system developers, to ensure fit-for-purpose and timely delivery of data management to enhance data-driven decision-making.
Lead and coordinate the refinement, implementation and management of a robust M&E system. This includes but is not limited to M&E Plan/Frameworks, tools data management mechanisms and data quality assurance and reporting as this position is 100% LOE for LSDI2.  The key data components link to active surveillance of the mobile surveillance units; passive case detection from health facilities and case investigation.
Consolidate and verify data collected and assist the Grant Management Team and NHQ to analyse and interpret the data.
Develop and submit weekly/monthly/quarterly/annual donor and other stakeholder reports as required.
Prepare presentations and data visualisation, including mapping of malaria hotspots to inform programmatic achievements, challenges and solutions
Directly manage a team of M&E Staff across provinces to ensure all M&E requirements are met and provide information linked to field work.
Contribute to analysis of routine malaria surveillance data required by the PR and NMCP (National & Provincial level.
Contribute to the development and implementation of strategies for synthesizing and disseminating key results, programmatic lessons learned, methodologies developed and other project output.
Coordinate/participate/facilitate project team and partner meetings.
Conduct monitoring and evaluation field visits as needed.
Prepare and collaborate on project/technical briefs, manuscripts, and PowerPoint presentations
Relationship & Networking
Liaise with relevant NMCP officials at National, Provincial and district level to enhance programme deliverables towards malaria elimination.
Liaise with donors with regard to M&E requirements and attend meetings.
Participate in monthly and quarterly meetings and other relevant meetings with the partner.
Capacity Building:
Lead the on boarding of new M&E staff and provide support and mentorship on an ongoing basis.
Mentor and strengthen the capacity of M&E staff to ensure programmatic outputs and outcomes in the M&E Plan are successful through: work plan development, PMP development and finalization, technical reviews, data analysis, data visualization and presentations
