Job Description:

M&E capacity and technical monitoring strategies (25%)

  • Develop methodology, sampling, and tools for the outcome and process monitoring studies, including pre/post-tests, PIMs/PDMs, FGDs, KIIs, etc.
  • Lead project-specific evaluations and baselines at the field level (development of ToR, select and short-list consultants, coordinate with the consultant, review of design methodology and tools, review final reports, attend interpretation workshops, etc. if externally led; and conduct data analysis and report writing if internally-led)
  • Implement the accountability plan/design developed based on the community preferences on providing information, consulting with communities, promoting participation and collecting & acting on feedback and complaints
  • Co-lead lessons learned events for projects with project coordinator and technical staff (preparation, facilitation and report writing)
  • Complete Horizon tasks relevant to assigned projects (uploading MEAL plans and monitoring data) – (a requirement by GC to roll out Horizon at the Office level)
  • Design and implement high level reporting charts and dashboards
  • Provide capacity transfer to M&E Officers to improve their M&E systems and fully support all program M&E related functions.
  • Provide technical support to M&E Officers to establish a strong information management system.
  • Revise / design and disseminate monitoring and reporting tools that respect the standards of WV and ECHO
  • Provide technical assistance and capacity development needed by M&E Officers to strengthen M&E activities.

Coordination, implementation and impact monitoring and evaluation strategy and guidelines (25%)

  • Ensure compliance of the monitoring and evaluation system with the rules and guidelines of WV and ECHO.
  • Ensure the quality of the performance indicator levels on the program by conducting, on a periodic basis, data quality assessments.
  • Carry out regular joint monitoring visits to the field to ensure the rapid and efficient implementation of the program vis-à-vis approved plans, with the participation of M&E Officers and operations staff.
  • Ensure that the program monitoring and evaluation process is led and implemented by the M&E Officers and operations field teams in accordance with quality standards and Humanitarian guidelines.
  • Work closely with M&E Officers to monitor progress, including routine monitoring and updating of ITT, work plans, risk management plan, M&E plan.

Reporting (20%)

  • Work closely with M&E Officers and operations staff to ensure effective monitoring, timely reporting and analysis of program results.
  • Ensure that the lessons learned in the recommendations for improvement incorporated in the program management reports are implemented by the field officers.
  • Ensure regular communication with M&E Officers and ensure that all program management reports are of high quality, respecting timeliness, accuracy and availability of required supporting documents.

Knowledge  building and sharing, and performance management in the area of ​​planning and M&E (15%)

  • Supervise, energize and motivate the program M&E team and ensure staff capacity building in the area of ​​work.
  • Periodically conduct intentional learning and reflection sessions to ensure program quality, impact and sustainability.
  • Develop M&E knowledge tools based on lessons learned, experiences and data generated by program implementation while making strong contributions to WVI DRR and Covid 19 knowledge networks and communities of practice.

Supervision of M&E staff (15%)

  • Monitor the achievements and evaluate the performance of M&E staff.
  • Provide high quality leadership that can ensure a great culture of performance management, open and reliable relationship between staff members, integrity to facilitate harmonious and mutually accountable relationships between team members.
  • Ensure the development of strong potential successors within the M&E team.

Minimum education, training and experience requirements to qualify for the position:

Education

  • Bachelor’s degree in statistics, data science,
  • Management of Information Systems and / or related disciplines.
  • 2-3 years professional experience in Design, Monitoring and Evaluation with an NGO or donor.

Additional experience and expertise:

  • Have a very good knowledge of project monitoring and evaluation, in other words, good experience in writing monitoring and evaluation tools (Logical framework, monitoring plan, detailed implementation plan, etc.).
  • Have knowledge of Disaster Management and competence in disaster surveillance.
  • Have solid experience in M&E of disaster preparedness programs in which systematic input, output and process data has been collected and used to guide programming.
  • Have a very good experience with donor funded projects.
  • Direct M&E experience with EU programming is preferred.

Work environment:  Office-based with travel to the field
