Mathematica is a global research and policy organization dedicated to improving public well-being. We are seeking expressions of interest from qualified consultants to potentially support upcoming opportunities in the field of Monitoring, Evaluation, and Learning (MEL).

Position Description

Mathematica is accepting applications from MEL professionals to support various projects across multiple sectors, including but not limited to health, education, economic development, and governance. Positions may be full-time or short-term consultancies depending on project requirements.

Objectives

The anticipated projects aim to:

  • Enhance the use of evidence for decision-making.
  • Improve the accessibility and timeliness of evidence for various stakeholders.
  • Explore and implement innovative approaches to MEL.
  • Build MEL capacity among staff, partners, and local organizations.
  • Strengthen organizational learning and knowledge management practices.

Scope of Work

Consultants may be involved in activities such as:

  • Designing and implementing performance and impact evaluations.
  • Providing analytical services on a range of issues.
  • Synthesizing evidence, including cost-effectiveness analysis.
  • Supporting evidence-based decision-making.
  • Conducting performance and context monitoring.
  • Facilitating collaborating, learning, and adapting (CLA) activities.
  • Producing and disseminating high-quality learning products.
  • Developing and disseminating knowledge management tools and practices.
  • Building MEL capacity for staff, partners, and local organizations.
  • Evaluating high-priority strategic issues and lessons learned.
  • Piloting and testing innovative MEL approaches.

Qualifications

  • Minimum of a master’s degree in a relevant field such as international studies, political science, economics, or similar.
  • Ten years of experience leading MEL initiatives.
  • Demonstrated experience in coordinating and delivering large-scale MEL activities.
  • Familiarity with MEL policies and practices of major development organizations.
  • At least three years of supervisory experience.
  • Strong skills in evaluation design, methods, and analysis.
  • Excellent report writing and presentation skills.
  • Regional and/or language expertise may be an asset.
