Mini-grids Engineer

  1. Background

The Ministry of Energy is implementing the “Lesotho Renewable Energy and Energy Access Project” (LREEAP) funded by the Government of Lesotho (GoL) and the World Bank (WB). The objective of the project is to increase energy access in rural and peri-urban areas of Lesotho. The project comprises three components, Grid Extension to Industrial Zones and peri-urban areas of Lesotho, Rural electrification by mini-grids and Technical Assistance to support project implementation. The LREEAP wishes to engage Engineer to undertake the following roles and responsibilities.

The overall responsibility of the Engineer is to implement the LREEAP activities relating to the technical matters as detailed in work plan, regarding rural electrification by mini-grids. The Project Engineer shall assist Project Coordinator in making sure that targeted output of the agreed work plan is achieved. The Engineer is responsible for monitoring and assisting technical personnel working on mini-grid activities in LREEAP.

  1. Roles and Responsibilities

The main task of Mini-grids Engineer is to implement agreed detailed work plan activities. Other duties and responsibilities are, but not limited to, the following:

  1. Supervise the timely preparation of project designs for the mini-grids.
  2. Prepare technical specifications for generation and the distribution networks, ensuring they are adhered to during the construction of the projects.
  • Prepare technical specifications for off-grid, mini-grid and on-grid systems in accordance with locally and internationally accepted standards.
  1. Perform technical assessment and appraisal of pre-feasibility/verification and detail feasibility study reports prepared by consultants.
  2. Supervise the construction of the mini-grids.
  3. Plan and conduct site visits.
  • Ensure implementation standard and safety procedures are adhered to by contractors during the construction of the projects.
  • Arrange for commissioning of the projects.
  1. Provide support to the community in consultant selection for studies, Installation Company for project installations and monitor of construction activities.
  2. Assist Project Coordinator (PC) in work plan preparation of LREEAP activities regarding rural electrification by mini-grids.
  3. Assist PC in work plan preparation of LREEAP activities regarding rural electrification by mini-grids.
  • Assist in the process of project identification and verification of mini-grid sites.
  • Perform technical assessment and appraisal of pre-feasibility/verification and detail feasibility study reports prepared by pre-qualified consultants.
  • Assist community in preparing bill of quantity (BOQ) for inviting prequalification/bidding and assist the community for assessing the bids received.
  1. Assist community in selection of participants in the operators, plant managers and mason training.
  • Assist PC in preparing progress reports.
  • Maintain pipeline of projects in different stages.
  • Monitor projects in different stages (Under Construction, Testing and Commissioning, Power Output Verification and One Year Guarantee Check) and prepare reports.
  • Plan and conduct field visits.
  1. Monitor work of Sub-Engineer/Sub-overseer (including the field visit).
  • Assist PC as and when needed in relating to the minigrid activities.
  • Perform other duties as assigned by PC.
  • Assist with inspection of existing infrastructure and in liaison with Lesotho Electricity Company (LEC), Telecom, etc; to enable contractor to obtain area network infrastructure capacity and establish its interconnection of electrical networks.
  • Monitor contractor’s installation works and assistance with supervision site tests and handovers.
  • Attend commissioning and testing on site; liaise with interested parties for attendance.
  • Attend completion and final completion inspections and assist Mini-grids manager with review and approval of handover documentation including O&M manuals.
  1. Qualifications and Experience

The Mini-grids Engineer should have a Bachelor degree in Engineering preferably in Civil, Electrical and Mechanical engineering with 5 years of relevant work experience.

  1. Reporting

The Engineer will report to the Project Coordinator and produce reports as required.

  1. Location and Duration of the Assignment

LREEAP wishes to engage the Mini-grids Engineer on a fulltime basis for a period of Three (3) years. Expressions of interest must be delivered in a written form to the address below (in person, or by mail, or by e-mail) by 2024/02/23 at 1200 noon SAT.
