Project Background

The USAID Africa Trade and Investment (ATI) program is designed to bolster the U.S. Government’s ability to boost trade and investment to, from, and within the African continent. The continent-wide program is USAID’s flagship effort in support of the Prosper Africa initiative and will expand and accelerate two-way trade and investment between African nations and the United States.

Driven by market demand, ATI embraces innovative approaches to achieve its goals. ATI is designed as a small, core set of centrally coordinated technical and institutional support activities, and a large, flexible performance-based subcontracting and grants under contract facility designed to support the needs and opportunities that USAID Missions and the private sector identify.

Summary of Primary Duties

The MEL Database Associate is responsible for the overall availability and consistent performance and optimizations of the database solutions. They will work with stakeholders to identify and implement the policies, tools, and processes for data backup and recovery plans. This activity will allow the ATI program to centralize verified and accurate data and be able to undertake robust analysis which in turn will enable for swift reporting into USAID DIS and Feed the Future system. The Database Associate will work closely with the MEL team to transfer all historical data onto the new ATI electronic database. He/She may be assigned to focus on supporting data collection and capturing on one or more specific project interventions as assigned.

Essential Duties

  • Capturing data on the ATI database as well as other platforms such as Salesforce and DIS
  • Managing the overall security of the data, granting and restricting user access and privileges to the data as determined by business needs and requirements.
  • Draft user guides for new system features and ensure that the guides are complete and correct. Write database documentation, including data standards, procedures and definitions for the data dictionary (metadata)
  • Work with technical teams and the MEL Team to define the technical data reporting structure and process of data collection to be reflected in the system.
  • Provide day-to-day remote assistance and support to activity teams and project staff.
  • Liaise with the MEL team on data entry and quality assurance queries
  • Identity and, if required escalate immediately any data challenges including database technical glitches
  • Provide a weekly update/ data summary report illustrating data captured and verified vis-a-vis what has been previously reported.
  • Run reports for all indicator data results (with disaggregations) on a monthly basis
  • Maintain data standards, including adherence to the Data Protection Act

Qualifications

  • Bachelor’s degree in information systems, computer or technology-related field, and 7 years work experience.
  • Experience working with both quantitative and qualitative data collection and analysis methodologies and familiarity with routine management information systems and research skills
  • Knowledge and experience in data management and analysis packages (e.g. Power Bi, Epi-Info, SPSS, Stata).
  • Knowledge and experience with data visualization software, preferred (e.g. Infogram, Tableau)
  • Demonstrated ability to work in dynamic environments and achieve development outcomes
  • Ability to perform high-level duties with a minimum of supervision
  • Excellent writing, speaking, and reading skills in English.
  • Demonstrated strong problem-solving skills as well as exceptional customer relations (both internally & externally); provides sound business judgment and contractual oversight
  • An extremely well-organized and self-directed individual with sound technical skills, analytical ability, good judgment, and strong operational focus

Supervision

The MEL Database Associate reports to MEL Director.
