Title: Medical Informatics Officer
Reports to: Director Strategic Information (SI) Department

Purpose of the job: Coordinate, implement all protocols, policies, procedures, and standards of the various computer
software applications used in PIHL’s Health Information and other Data Management Systems. This includes, but is
not limited to; OpenMRS, DHIS2, Microsoft applications (especially Excel, Access, and Power BI), CommCare and other
specialized data management, reporting and visualization applications. It also provides support in the development,
testing, implementation, and maintenance of all computer software applications used in PIHL’s Health Information
and other Data Management Systems.

Responsibilities include but are not limited to:
• Implement the PIHL’s Medical Informatics strategy; and ensure its proper functioning and continued relevance
through regular updates.
• Provide strategic technical support to the SI Team on the design, integration, and functioning of the various
systems used by PIHL for data entry, storage, retrieval, analysis, reporting, and visualization.
• Routinely monitor and conduct analyses of the various components of PIHL’s data management systems to assess
their performance and stability.
• Promptly address any system bugs, gaps, or failures by leading the development and implementation of
appropriate corrections and patches.
• Establish and ensure full functioning of PIHL’s business continuity plan/data backup arrangements to mitigate
disasters associated with system failures.
• Develop appropriate training materials and train all relevant staff in the proper operation of the various data
systems used by PIHL.
• Collaborate with the PIH Boston informatics team in developing, testing, validating, and rolling out data systems,
modules, and upgrades that are required by the various teams.
• Configure and adapt the various system modules and add-ons (for DHIS2, OpenMRS, Access, visualization tools,
etc.) to the local needs.
• Document the various systems and all their components and keep the documentation safe but readily available to
the Director SI and other members of the senior management team.
• Contribute to the development of the SI departmental strategies and operational plans.
• Provide support to other non-clinical teams such as Community, HR, Procurement, Warehouse, etc. in the
development of appropriate computer applications for data collection, analysis, reporting, and visualization.
• Support the M&E team in the monthly data review, and cleaning of various databases.
• Support the M&E team in the quarterly data analysis, and in the preparation of accurate and timely quarterly
reports and visualizations.
• Conduct bi-annual visits to the RI sites and Reform Districts to review the performance of the various data
systems and provide necessary support.
• Write monthly reports to the SI Director on the activities conducted.
• Perform other official duties as may be assigned by Director of Strategic Information or a member of senior
management.

Minimum Requirements:
• Bachelor’s Degree in Computer Engineering or Science or any programming skills.
• At least three years’ experience in health information system such as SQL, OpenMRS, DHIS2 and any other open
source software.
• Prior experience working on health sector, research studies, clinical trials is an added advantage;
• Provide strategic technical support to the SI Team on the design, integration, and functioning of the various
systems used by PIHL for data entry, storage, retrieval, analysis, reporting, and visualization.
• Routinely monitor and conduct analyses of the various components of PIHL’s data management systems to assess
their performance and stability.
• Promptly address any system bugs, gaps, or failures by leading the development and implementation of
appropriate corrections and patches.
• Detail oriented, analytical and inquisitive.
• Ability to use statistical software such as STATA, R and SPSS
• Extremely organized with strong time-management skills
• Excellent database computing skills, including a high level of competency in the use of Microsoft access (including
the creation of databases, queries, forms etc.), Excel and Word
• Demonstrated ability to interact professionally within culturally diverse settings
