Job Title: Medical Informatics Officer (1)
Reports To: Medical Informatics Manager
Location: Maseru Office
Position Overview:
The Medical Informatics Officer will implement all protocols, policies, procedures, and standards of the various computer software/applications used in PIHL’s Health Information and other Data Management Systems. This includes, but is not limited to; OpenMRS, DHIS2, Microsoft Suite applications (especially Excel, Access, and PowerBI) and other specialized data management, reporting and visualization applications. The Medical Informatics Officer is responsible for implementation of data pipelines and data warehousing, enabling expanded and improved data access and use, data governance, and enhancing PIH-Lesotho teams’ ability to make data-driven decisions.
Responsibilities:
- Develop and update protocols/procedures manuals to guide users with both the existing and new Health information platforms/applications.
- Routinely monitor the functioning of the various health information/data management systems used in PIHL and attend to any performance issues.
- Conduct systems maintenance tasks, including data reviews, analysis, debugging, flagging issues, and proposing/recommending fixes.
- Actively participate in the development, testing, and implementation of new software applications.
- Conduct mentorship visits to the RI Sites and Reform Districts to assess the state of the systems and provide support.
- Actively maintains a log of data entry into the various systems used by PHIL including routine EMR, special projects, JIRA ticketing system, etc.
- Generate monthly/quarterly high quality analytical reports based on the data in the electronic systems.
- Provide ongoing technical support to the users of the various health information systems and bring any resolved issues to the attention of the Senior Medical Informatics personnel.
- Support user training sessions and ensure user feedback is captured, adequately documented and addressed.
- Recommend controls by identifying systems problems; writing improved procedures
- Ensure the availability of disaster recovery measures and appropriate practices are implemented adverse situations
- Conducts the implementation process for outside software while also designing, coding and maintaining applications developed in-house.
- Perform other official duties as may be assigned by the immediate supervisor, or a senior member of management.
Minimum Qualifications
- BSc in Computer Science, Information Technology, or related field with relevant training in Software Development.
- At least 2 years’ experience in programming and software development.
- Data Analytics experience is beneficial.
- Ability to work in a team and/or independently and multi-task effectively.
- Strong attention to detail.
- Strong skills in communication, training and capacity development.
- Willingness to travel to various districts in country.
