Title: Medical Informatics Officer

Reports to: Medical Informatics Manager

Duty Station: Maseru

Position Overview:

The Medical Informatics Officer will implement all protocols, policies, procedures, and standards of the various computer software applications used in PIHL’s Health Information and other Data Management Systems. This includes, but is not limited to; OpenMRS, DHIS2, Microsoft Suite applications (especially Excel, Access, and PowerBI) and other specialized data management, reporting and visualization applications. The Medical Informatics Officer is responsible for implementation of data pipelines and data warehousing, enabling expanded and improved data access and use, data governance, and enhancing PIHL teams’ ability to make data-driven decisions.

Key Roles and Responsibilities:

  • Analyse business and clinical workflows/processes; identifies variances between existing clinical workflows and clinical information system processes. Maintains a high-level understanding of the application’s functionality, report generating capabilities, and integration of associated applications.
  • Routinely monitor the functioning of the various health information and data management systems used in PIHL and attend to any performance issues.
  • Conduct systems maintenance tasks, including analysis, debugging, flagging issues, and proposing fixes to ensure optimal patient care.
  • Pro-actively participate in the development, testing, and implementation of new software applications.
  • Conduct quarterly reviews to identify and report opportunities for improvement through audits performed on the proper effective, and efficient use of the e-health information system.
  • Conduct supportive visits to the RI Sites and Reform Districts to assess the state of the systems and provide support.
  • Maintain a log that tracks resolution of user queries related to Medical Informatics e-health systems through the use of agile software development tools and ticketing systems such as JIRA.
  • Generate monthly and quarterly high quality analytical reports based on the data from various e-health systems.
  • Conduct end-user training on procedures and protocols that guide users to use both the existing and new e-health information platforms.
  • Provide ongoing technical support to the users of the various health information systems and ensure that feedback from users is properly documented and, bring any unresolved issues to the attention of the Medical Informatics management.
  • Actively participate in the departmental planning processes.
  • Closely monitor the progress of any assigned projects and propose innovative solutions to any observed challenges.
  • Perform other official duties as may be assigned by the immediate supervisor, or a senior member of management.

Qualifications and Attributes

  • BSc in Computer Science, Information Technology, or related field with relevant training in Software Development.
  • At least 2 years’ experience in programming and software development.
  • Data Analytics experience.
  • Ability to work in a team and/or independently and multi-task effectively.
  • Strong attention to detail.
  • Excellent skills in communication, training and capacity development.
  • Willingness to travel to various districts in country.
