Catholic Relief Services is currently recruiting for a Monitoring, Evaluation, Accountability and Learning (MEAL) Manager in Maseru, Lesotho:

Job Title: Monitoring, Evaluation, Accountability and Learning (MEAL) Manager

Reports to:  Program Quality Manager (PQM)

Job Summary

The purpose of this role is to provide overall guidance on MEAL strategy of the Lesotho country program (CP) and ensure compliance to the MEAL strategy. S/he will design, implement and manage an integrated MEAL system of the CP. S/he will work closely with MEAL and program staff to ensure that projects have user-friendly and robust MEAL systems that promote efficient capturing and management of high-quality data related to project activities and provide timely and relevant information for reporting to donors, managing for results internally, learning, supporting business development processes, showcasing impact and meeting the needs of other stakeholders.

Roles and Key Responsibilities:

  • Provide technical support for the design and implementation of project design rapid assessments, stakeholder analysis, and other pre-proposal data collection and analysis in line with the best practices in the CRS Project management standards.
  • Ensure a participatory process for designing of MEAL systems for all new projects in line with donor MEAL requirements and CRS’ MEAL policies and procedures (MPPs).
  • Ensure that project monitoring systems provide timely, high-quality data that is consistently collected, analyzed, and shared in a user-friendly format with project management, implementing partners and MEAL stakeholders.
  • In collaboration with project/program managers and implementing partners, co-facilitate quarterly learning to action discussions that include reflection on project monitoring data to inform evidence-based decision making, produce action items and assign responsibilities.
  • Provide support in communicating evaluation findings to key stakeholders.
  • Conduct regular visits to project sites to provide relevant, clear, high-quality, and timely onsite technical support and mentoring. 
  • In collaboration with PMs, provide technical leadership to ensure that baseline and evaluation events for all CRS Lesotho projects comply with donor and CRS evaluation (MPP) requirements.
  • Design, facilitate, and document good practices and results from CRS Lesotho country program, including preparing donor success stories, ensuring all project evaluation recommendations are tracked, as appropriate, for inclusion in future proposals.
  • Provide technical assistance to PMs to ensure that feedback and response channels   reflecting the preferences of members of targeted communities are in place and that staff document and respond to all community feedback received.
  • Develop and co-facilitate MEAL workshops/training for staff and partners as needs are identified by Project Managers.
  • Co-supervise MEAL staff in accordance with CRS’ Performance Management System.

Background, Experience, Education and skills Requirements:

  • Master’s Degree in Economics/Monitoring and Evaluation/Statistics/Development or Social Studies/Master of Business Administration, or related field & experience.
  • Minimum 8-10 years of managerial experience with an NGO, preferably within an International NGO with MEAL responsibilities.
  • Excellent written and oral English and Sesotho language.
  • Demonstrated experience in writing proposals and reports in English.
  • Strong analytical skills with the ability to detect and report inconsistencies,
  • Excellent data management (collection, entry, analysis and visualization) skills in Microsoft Excel, Power BI, Commcare, Access, or similar platforms. Familiarity with both quantitative and qualitative analysis software such as SPSS or STATA and Nvivo or Atlas- Ti. 
  • Experience with capacity strengthening and partnership building, with the capacity to empower staff through opportunities for growth, development and delegation of appropriate authority and responsibility.
  • Excellent planning and organization skills and experience with information management systems.
  • Supervisory experience and management and team building skills, especially in a multicultural setting.
