Position Description

Connexus is seeking a Monitoring and Evaluation Specialist for the anticipated MCA Lesotho Horticulture Training, Gender, and Social Development (HTGSD) opportunity. The core objective of this initiative is to design and implement training and capacity building activities for smallholder farmers and emerging agribusinesses across the horticultural value chain, with a particular focus on the inclusion of women and youth. Falling under the Market-Driven Irrigated Horticulture (MDIH) Project, HTGSD seeks to improve the social, institutional, and business enabling environment for commercial horticulture production and to optimize the utilization of irrigation infrastructure investments. 

As the Monitoring and Evaluation Specialist, you will be tasked with developing a dynamic learning framework to support project design and implementation.

The position will be based in Lesotho This position is contingent upon project award and approval of MCA Lesotho.

Tasks and Responsibilities 

  • Develop an HTGSD learning framework including a description of indicators/measures, processes, methodologies and tools for routine monitoring, periodic evaluation, and participatory assessment and use of the information.
  • Develop a process for participatory, routine program review of key performance indicators and program quality. 
  • Develop a process for building the capacity of smallholders, anchor farmers and other relevant stakeholders to collect, analyze, and use the information for ongoing improvement of their irrigated horticulture operations.
  • With the Communications officer, identify and articulate examples of success stories to be replicated or scaled up. 
  • Participate in program reviews and make recommendations for improvements or programmatic changes as needed.
  • Track and report monitoring indicators as indicated in the framework.
  • Coordinate and participate in any independent evaluations by external auditors.
  • Share relevant M&E topics and project results.
  • Assist in the creation of narrative and data reports for donors or for project managers.

Qualifications

  • Master’s degree in economics, development economics, business administration, or related field (specialized training in M&E required).
  • Experience designing and overseeing M&E data collection and reporting for USAID-funded projects.
  • Proven research design and analytical skills with 5 years of development economics research or monitoring and evaluation experience in a development setting in sub-Saharan Africa. USAID or other international donor experience preferred.
  • Proven ability to implement, operationalize, and manage information collection and assessment systems.
  • Proven ability to create and manage information databases using appropriate software applications.
  • Demonstrated ability to work collaboratively with institutional and private sector partners and stakeholders, including the national government.
  • English required (written and spoken) and Sesotho required.
