With support from the Global Fund (GF) CBA is implementing TB/HIV , SRH Interventions in the following 8 districts Mafeteng, Mohale’s Hoek, Quthing, Qacha’s Nek, Thaba-Tseka, Mokhotlong, Butha-Buthe and Berea with the focus on Key Populations (Female Sex workers, MSM and IDUs).

MONITORING & EVALUATION MANAGER

Job Purpose

The Monitoring & Evaluation Manager, under the supervision of the Executive Director, will support the planning and day-to-day implementation of M&E activities within the key populations program. The M&E Manager will be responsible for providing the technical and strategic oversight of M&E activities within key population program for ensuring that the program maintains its strategic vision and that activities realize the intended outputs and outcomes in a cost effective and timely manner. The incumbent will be responsible for ensuring that suitable monitoring and evaluation systems are in place, implemented as intended and that there is reporting in a comprehensive and effective manner, the incumbent will also be responsible for leading the planning and implementation of research and learning activities within the program.

Duties and Responsibilities

The M&E Manager will have the following duties and responsibilities:

  • Leading the design and planning of detailed and feasible M&E plans to guide the implementation of M&E activities the program.
  • Lead the development of a periodic budget for ensuring that M&E activities are adequately resourced.
  • Lead the development/review, translation (where applicable), piloting and roll out of the program’s data collection tools and guidelines;
  • Provide support in provision of trainings, coaching, mentoring and supervision to the peer staff on monitoring and evaluation processes, including use of approved data collection tools and templates; 
  • Support the M&E Officers and project staff to executive the day-to-day implementation of M&E functions at designed program sites in line with program tools and guidelines;
  • Oversee the capturing and consolidation of program data from designated program sties and oversee its daily submission to the Project manager and Director Manager;
  • Lead in the implementation of daily, weekly and monthly data verifications, and quarterly internal data quality audits.
  • Provide technical support and mentorship on M&E issues to both M&E staff and programme staff.
  • Undertake basic analysis of program data to assess progress towards the achievement of program milestones and targets; 
  • Prepare daily and weekly summaries of monitoring data for submission to the Project manager, Director and PMU.
  • Participate in the weekly and/or monthly program internal review meetings among program support staff;
  • Lead during the dissemination of project results / Presentations to program teams, Donors other relevant stakeholders.
  • Participate during implementation of other M&E activities such as administering research and Development and review of both M&E and survey tools.

Requirements and Qualifications

  • Must have completed a degree Economics or Statistics. A candidate who holds a university degree qualification in relevant social science discipline, and/or a candidate who has prior training in M&E will have an added advantage. 
  • A minimum of four (4) years of work experience in M&E Discipline, data collection, capturing, verification analysing at National, district and community level. Experience working in data collection, capturing and verification within HIV/AIDS programs, or any other health-related programs, will be an added advantage. 
  • Must have skills in analysing, reviewing, capturing data into databases.
  • Must have solid skills in Ms. Excel skills and DHSI2
  • Must be a demonstrated team player, with good interpersonal and communication skills and management skills
  • Must be willing and have skills to work with key populations networks and groups.
