Duty Station: Remote (Global candidates welcome; overlap across multiple time zones required)

Position Purpose

The M&E Manager is a newly created position within NEAR’s Learning Team, established to strengthen the organisation’s monitoring, evaluation, and data systems as its grant portfolio, member engagement, and initiatives continue to grow.

The role reports to the Learning Director and works alongside the Learning Manager.

The M&E Manager is responsible for building and maintaining the technical data infrastructure that supports organisational learning and external reporting, including:

  • Indicator systems.
  • Survey design and analysis.
  • Grant Monitoring, Evaluation and Learning (MEL) frameworks.
  • Results tracking.

The Learning Manager focuses on organisational learning, facilitation, synthesis, and reflection processes, while the M&E Manager provides the technical and analytical backbone.

This role is best suited to candidates with strong quantitative analysis skills, robust data management experience, and the ability to communicate findings effectively to non-technical audiences.

Key Responsibilities

Member Survey Design and Analysis
  • Serve as the technical lead for the Annual Member Survey in partnership with the Learning Manager.
  • Develop survey instruments.
  • Coordinate data collection.
  • Clean and analyse quantitative survey data.
  • Manage NEAR’s post-event survey portfolio and other surveys.
  • Produce accessible data summaries and visualisations.
  • Work closely with the Membership Team to ensure survey findings inform member engagement strategies.
Indicator Tracking and Results Frameworks
  • Maintain NEAR’s indicator framework and results tracking systems.
  • Support programme teams in monitoring progress against work plans and donor commitments.
  • Conduct ongoing indicator and data quality audits.
  • Identify data gaps and quality issues.
  • Contribute evidence of impact for NEAR’s Annual Report.
Grant MEL Support
  • Provide monitoring, evaluation, and learning support for donor-funded programmes.
  • Support MEL framework development for the Change Fund and Networked Financing Mechanism (NFM).
  • Maintain documentation of MEL systems, methodologies, and data sources.
  • Support donor reporting against agreed targets and impact indicators.
Systems and Tools
  • Manage and maintain NEAR’s MEL data systems using Asana or equivalent platforms.
  • Support the planned MEL system redesign in 2027.
  • Develop and maintain data management protocols and documentation.

Essential Qualifications and Experience

Applicants should have:

  • Strong quantitative data analysis skills, including data cleaning, statistical summaries, and cross-tabulation of large datasets.
  • Strong foundations in monitoring, evaluation, and learning (MEL), including indicator design and results framework development.
  • Extensive survey methodology experience, including survey design, administration, analysis, and synthesis.
  • Experience using online survey platforms such as SurveyMonkey or equivalent.
  • Experience managing indicator frameworks across multiple donor-funded programmes.
  • Experience conducting data quality audits and tracking progress against indicators.
  • Ability to produce dashboards and clear data visualisations for leadership and donor audiences.
  • Proficiency in Asana or a comparable project management platform.
  • Strong data management, organisation, and documentation skills.
  • Ability to communicate technical findings to non-technical audiences.
  • Experience coordinating across multiple teams.
  • Strong attention to detail and commitment to data accuracy.
  • Excellent collaboration skills.
  • Demonstrated commitment to localisation, locally led knowledge, and Global South-led systems change.

Preferred Qualifications

Preference will be given to candidates with:

  • Experience managing member or stakeholder survey programmes within networks or civil society organisations.
  • Experience with locally led funding mechanisms or pooled funds.
  • Experience working with Global South organisations or networks.
  • Familiarity with the limitations of conventional log-frame approaches in systems change and movement-building contexts.
  • Residence in the Global South or substantial professional experience in Global South settings.
  • Bachelor’s or Master’s degree in Monitoring and Evaluation, International Development, Social Sciences, or a related field.
