STANDARD MINIMUM QUALIFICATIONS

Education: BA in Statistics, Agriculture, Food Security or related field.
Language: Fluency in both oral and written communication in English and Sesotho.

ORGANIZATIONAL CONTEXT

Under the overall supervision of the Project Coordinator and technical guidance from Head of VAM/M&E in WFP, the Monitoring and Evaluation (M&E) Associate will perform the following duties under the Adaptation Fund Project

JOB PURPOSE

To provide effective specialized support and technical analyses to policy and programme activities that effectively meet food assistance needs.

KEY ACCOUNTABILITIES (not all-inclusive)

1. Prepare detailed monthly calendar of M&E activities for the project.
2. Develop the Project M&E Plan and ensure that it is regularly followed both at the country office and field level.
3. Develop project baselines against project indicators, and regularly monitor all project indicators in line with the monitoring and evaluation framework and annual monitoring plans.
4. Ensure that data collection tools are in accordance with the exisiting M&E logframe and are programmed on odk.
5. Provide training to the enumerators on monitoring data collection tools for outcome and process monitoring.
6. Prepare Output Monitoring Reports against the project output indicators; provide analysis of achievement against each output indicator on monthly basis and share it with the Head of VAM/M&E Unit and Activity Managers.
7. Train field staff including government staff to conduct process monitoring and ensure the achievements of Output Indicators.
8. Report on operational bottlenecks related to M&E and share progress reports on weekly basis.
9. Prepare monthly reports and share the monitoring findings with Programme on monthly basis; ensure that recommendations are included in the Recommendation Matrix and are tracked regularly.
10. Follow up with Field Offices on complaints and feedback mechanism; follow up on issues that require further assessment and report on them.
11. Assist Communication and Reporting Officer to follow up with FOs on timely submission of stories worth telling and pictures for visibility.
12. Regularly ensure that the operational maps are up to date.

In-depth knowledge of results-based management principles and practices and M&E frameworks;
• Proven knowledge, abilities and skills in the areas of Monitoring and Evaluation;

for management decisions, programme adjustment and donor reporting;
• In-depth knowledge of statistical applications such as SPSS (statistical package for social
sciences) and reporting systems; analytical skills;
• Ability to work with multiple stakeholders;
• Willingness to build capacity of others through formal and informal training processes;
• Ability to facilitate and train different audiences; ability to prepare relevant documentation
and training materials

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

• Has worked with technical teams (i.e. nutrition, VAM, etc.).
• Has contributed to implementation of programmes.
• Has observed or assisted with policy discussions.
