The Lesotho Water and Sewerage Company (WASCO) invites applications from suitably qualified local candidates for the following positions:

Job Title: Manager – Water Distribution

Reports to: General Manager Technical Operations

Purpose of the Role: To ensure a continuous supply of potable water at adequate pressures with minimal interruptions and losses. This is achieved by effectively planning, maintaining, and monitoring WASCO’s reticulation systems and the Metolong Downstream Conveyance Systems.

Key Responsibilities:

Water Distribution Management:

• Oversee water distribution to all designated areas in Maseru.

• Minimise system downtime and manage water conveyance from Metolong to designated areas of the DCS.

• Ensure smooth operations through adherence to standard operating procedures.

• Guarantee compliance with regulatory requirements, particularly QoSSS as enacted by LEWA.

• Address system emergencies promptly by identifying causes and developing remedial plans.

Maintenance and Repairs:

• Manage maintenance activities for the distribution and downstream conveyance systems.

• Ensure the availability of maintenance and repair materials.

• Coordinate maintenance and repair tasks on an on-call and emergency basis.

Management and Operational Oversight:

• Supervise and evaluate the performance of the water distribution staff.

• Prepare the annual business plan and budget for the distribution section, managing resources including plant and equipment.

• Ensure timely responses to incidents such as bursts, leakages, water shortages, and low pressures.

• Identify training needs to enhance staff competence and effectiveness.

• Enforce company policies and establish work priorities to optimise efficiency, quality, cost-effectiveness, and customer service.

• Manage contractor performance, focusing on quality, schedule adherence, and cost control.

Reporting and Operational Planning:

• Prepare monthly, quarterly, and ad-hoc reports on distribution activities and maintenance programs.

• Develop and manage the annual work plan and preventive maintenance schedule for the distribution system.

Safety, Health, and Environmental Management:

• Ensure strict adherence to health and safety standards at all distribution sites.

• Oversee environmental reinstatement after any work that affects the environment.

• Ensure proper disposal of leftover materials and secure placement of asbestos cement products.

Minimum Qualifications & Experience:

a) Bachelor’s Degree in Civil Engineering, Water Engineering, or a related field.

b) Minimum of five years’ relevant experience, including at least three years in a supervisory role.

c) Valid Driver’s License with at least two years of driving experience.
