following positions tenable in the Ministry of Education and Training:

MANAGER TERTIARY ONE (1) POST GRADE I (M261, 108PA –
M307, 860.00 PA) TERTIARY

 

Job Summary

Under the general supervision of the Chief Education Officer – Tertiary, the
incumbent  provides  guidance  in  interpretation  and  implementation  of
tertiary   education   policies,   advises   on   the   management   of   tertiary
institutions, monitors public institutions in respect of their use of funds,
disseminates  information  on  tertiary  education  and  advises  the  Chief
Education Officer – Tertiary on any matters relating to tertiary education.

Main Duties:

  1. Interpretation and implementation of tertiary educational policies

1.1       Informs institutions regarding policy developments/reviews.

1.2     Coordinates implementation of policies, acts, rules and regulations.

1.3     Conducts continuous fora and provides feedback to solve problems.

1.2.5  Monitors  implementation  of  policies  relating  to  tertiary education
provision and prepares related reports.

1.2     Planning    for    effective    management    of    higher    education department.

1.2.1 Assists in preparation of the annul plan for the department.

1.2.2 Assists in devising departmental performance indicators to measure
performance.

1.2.3 Assists in the preparation of the division’s budget.

1.2.4 Supervises staff to enhance efficiency and effectiveness.

1.2.5 Prepares the departmental progress and annual report.

1.3     Provision of advice in the management of tertiary institutions to ensure operational effectiveness of tertiary institutions

1.3.1 Provides advice on the introduction of new programs and phasing out
of redundant programs.

1.3.2 Provides  advice  on  the  establishment  and  expansion  of  tertiary
institutions.

1.4     Monitoring of public institutions in respect of their use of funds

1.4.1 Liaises  with  the  Ministry’s  Planning  Unit  and  other  agencies  as
appropriate, in establishing briefs for aid-funded and other special projects.

1.4.2 Monitors implementation and evaluation of the aid-funded and other
special projects.

1.4.3 Advices on the allocation of subventions to tertiary institutions.

1.5     Dissemination  of  information  on  tertiary  education  to  guide appropriate decision making.

1.5.1 Disseminates  information  to  higher  learning  institutions  on  good
practice, management, administration, teaching and learning.

1.5.2 Drafts  briefs,  memoranda and  writes  letters/reports  pertaining  to
higher education on behalf of the Principal Secretary

1.5.3 Provides assistance to Chief Education Officer – Tertiary on matters
relating to tertiary education.

 

Job Specification:

Qualifications

Master’s in Education plus 3 years’ experience working in the education
sector

OR

A Bachelor’s Degree in Education plus 5 years working experience in the education sector

Report writing skills
Presentation skills
