EXTERNAL CIRCULAR NOTICE
JOB TITLE: Manager Technical Training
GRADE: I
NO. OF POSITIONS: One (1) Position
RESPONSIBLE TO: Director TVD
Job Summary
Under the supervision of the Director Technical and Vocational Department (TVD), the incumbent is responsible for development of technical education in secondary schools and prescription of quality standards for technical education management; facilitating development and revision of technical education curriculum in order to maintain its relevance to the needs of the technical and vocational education and training systems; facilitating development of infrastructure appropriate for technical education; facilitating capacity building for technical education resource persons; coordinating pre-service education inspection in order to ensure practice conforms to set standards and policies; and for managing performance for staff under his/her supervision and mobilizing resources to enable execution of performance plans.
MAIN DUTIES
- DEVELOPMENT OF SYSTEMS AND PRESCRIPTION OF QUALITY STANDARDS FOR TECHNICAL EDUCATION MANAGEMENT
1.1 Facilitates development of systems and tools for managing technical education
1.2 Disseminates approved systems and tools to stakeholders
1.3 Builds capacity for effective utilization of systems and tools - COORDINATING PRE-SERVICE EDUCATION INSPECTION IN ORDER TO ENSURE PRACTICE CONFORMS TO ESTABLISHED SYSTEMS, POLICIES AND STANDARDS
5.1 Prescribes standards for pre-service technical education
5.2 Develops inspection guidelines in line with TVET procedures
5.3 Builds capacity for effective and efficient monitoring of technical education
5.4 Supervises inspections for secondary and high schools
5.5 Consolidates inspection findings and recommendations and prepares action report - MANAGING PERFORMANCE OF STAFF AND MOBILISING RESOURCES FOR THE UNIT
6.1 Facilitates development of the Unit operational plan
6.2 Facilitates development of individual workplans
6.3 Facilitates capacity building for performance
6.4 Assesses physical and fiscal resource needs for the unit
6.5 Consolidates a budget and monitors its utilization
6.6 Appraises staff performance
6.7 Handles disciplinary and grievance matters
JOB SPECIFICATION
Master’s degree in Education in the field of Technical and Vocational Education plus three (3) years’ experience as an Instructor/Teacher, with prior qualification in technical and vocational education
OR
Bachelor’s Degree in the field of Technical and Vocational Education plus five (5) years’ experience as an Instructor/Teacher, with prior qualification in technical and vocational education
