The Lesotho Communications Authority (LCA) invites applications from suitably qualified local candidates for the position of Manager – Spectrum Monitoring and Technology. Reporting to the Chief Technology Officer of the Lesotho Communications Authority.

JOB PURPOSE:
The incumbent is responsible for monitoring the frequency spectrum to ensure that its utilisation meets both current and future needs in accordance with the prevailing policies, strategies and international standards. This entails regular coordination with neighbouring countries to avoid frequency interference across borders. The incumbent is also
responsible for the development, implementation and monitoring of communications standards, numbering plans, and frameworks for adoption of new technologies.

DURATION:
The position is permanent and pensionable.

QUALIFICATIONS AND EXPERIENCE:
Bachelor’s degree in Electrical Engineering, Electronic Engineering or Telecommunications Engineering plus a minimum of 6 years’ experience in relevant areas. Knowledge of communications regulation and/or standardization issues would be an added advantage.

KNOWLEDGE, SKILLS AND ABILITIES:
• Fluent in written and spoken English and Sesotho;
• Highly disciplined with demonstrated focus on results;
• Hardworking and ability to meet stringent targets/deadlines;
• Leadership and strategic thinking skills;
• Planning and coordination skills
• Good report writing, project management and research skills.
• Ability to communicate effectively and deliver presentations.
