JOB SUMMARY

Under the general supervision of the Director Operations and Community Development Services, the incumbent is responsible for coordinating provision of social services in the district, facilitating implementation of service delivery programs, supervising and monitoring social development services, handling grievances   and   disciplinary   cases,   development   of   staff   in   the   district; coordinating district budget and managing performance of staff

MAIN DUTIES:

1. TO COORDINATE PROVISION OF SOCIAL SERVICES IN THE DISTRICT

a) Interprets government policy, procedures and relevant statutes (legal
     framework) in order to provide guidance to stakeholders

b) Facilitates sensitization of communities on services provided by the
     Ministry

c)  Coordinates   and   collaborates   with   stakeholders   to   ensure
     conformity to established national and international standards

and best practices

d) Provides secretarial services to district coordination structures such as
     District Child Protection Team

2.  TO FACILITATE IMPLEMENTATION OF SERVICE DELIVERY PROGRAMS

a) Checks, approves and maintains information or database on extent of
     the problems of vulnerable groups

b) Scrutinizes and approves list of beneficiaries of social development
     essential services

c)  Identify   appropriate   interventions   within   approved   Government
     frameworks

d) Facilitates provision of basic technical training to care-givers

e)  Facilitates provision of technical backstopping to care-givers to ensure
     conformity to international best practices

f)   Keep a register of all community activities in order to guide and share
     experiences

g)  Represent social development in district, national and international
     forums

3. TO SUPERVISE  AND  MONITOR SOCIAL DEVELOPMENT SERVICES

a) Approves individual annual work plans

b) Prepares work schedules for the district

c)  Organizes joint visits

d) Conducts random checks

e)  Attends to queries and public complaints

f)   Conducts monthly case conferences

g)  Conducts quarterly review meetings

h) Prepares and submits monthly and quarterly reports to Central office

4. TO DEVELOP STAFF IN THE DISTRICT

a) Identifies training and skills development needs/gaps in the district

b) Develops a district training plan

c)  Organizes and holds in-house training of staff

d) Provides technical backstopping to district staff

5. TO MANAGE PERFORMANCE OF STAFF

a) Endorses individual work plans for staff

b) Monitors and evaluates staff performance

c)  Appraises staff

6. TO PREPARE AND COORDINATE DISTRICT BUDGET IMPLEMENTATION

a) Compiles and approves departmental operational plans at district level

b) Costs district operational plan

c)  Submits the costed district operational plan to Central for consolidation

d) Monitors district budget implementation

e)  Reports budget performance to HQ

7. TO HANDLE GRIEVANCES AND DISCIPLINARY CASES

a) Resolves conflicts in the unit

b) Chairs disciplinary and grievance cases

c)  Recommends disciplinary measures to Senior Management

1. JOB SPECIFICATION

3.1     Knowledge and Skills

a) Education and Training:  Master’s degree in Social work plus 3 years’
     experience as Senior Child Welfare Officer

Or

b) Bachelors Degree/Advance Diploma in social work plus 5 years’ post-

qualification experience as Senior Child Welfare Officer

c) Experience working in the districts will be an added advantage

3.2     Other Necessary Skills and Knowledge

3.3     Responsibility

•   For work of others: Fully responsible for district operations

•   For property: Responsible to ensure safekeeping of equipment and
     official documents

•   For effect of errors: The incumbent is responsible for errors committed
     that could result in injuries

•   Safety of others : The incumbent is responsible for safety of staff and
     clients

3.4     Complexity

•    Authority for decision making: The incumbent is the overall decision

maker in the district

•    Problem solving: The incumbent is the overall problem solver in the district

•    Supervision received: Expected to generally work independently and report to the DPS

•    Dexterity: This factor is considered the least important in working with clients

3.4     Contacts Comes into contact with senior executives and operational staff from various organizations
