JOB SUMMARY

The incumbent is responsible for the overall planning, design, implementation, operation, and optimisation of Lerotholi Polytechnic’s ICT network and infrastructure environment. This includes ensuring the stability, security, and scalability of LAN/WAN, servers, data centres, and wireless networks. The incumbent provides leadership to the Networks & Infrastructure team, ensures resilience and business continuity of ICT services.

RESPONSIBILITIES

MAIN TASKS

  • Lead and supervise staff within the Networks & Infrastructure office, setting objectives and monitoring performance.
  • Provide expert advice on infrastructure investments, upgrades, and cost optimisation.
  • Plan, design, and implement scalable network architectures (LAN, WAN, Wi-Fi, VPN, VoIP).
  • Oversee server room operations, including power, cooling, and physical security.
  • Manage core network services such as DNS, DHCP, and directory services.
  • Oversee the deployment and administration of cloud services for hosting institutional applications, storage, and backup.
  • Configure and maintain routers, switches, firewalls, and other network hardware/software.
  • Ensure high availability, performance monitoring, and proactive maintenance.
  • Enforce cybersecurity standards across on-premise and cloud environments.
  • Implement access controls, encryption, patch management, and incident response protocols.
  • Ensure compliance with data protection laws, institutional ICT policies, and audit requirements.
  • Oversee system backups, recovery testing, and redundancy planning, both on-premises and cloud.
  • Ensure resilience of voice, data, and video services, including hybrid failover and disaster recovery procedures.
  • Manage vendor relationships and contracts for infrastructure equipment, ISPs, and cloud providers.
  • Oversee SLA compliance and escalate issues when required.
  • Keep abreast with emerging technologies in networking, cloud, and data centre management.
  • Recommend adoption of new tools or methods to improve efficiency, security, and user experience.

NB: Because of the changing nature of the Polytechnic’s business, the job description will inevitably change. The candidate will, from time to time, be required to undertake other activities of a similar nature that fall within his/her capabilities as directed by management.

Knowledge & skills

  • Strategic thinking with the ability to align infrastructure with institutional objectives.
  • Leadership and people management skills; proven ability to mentor and supervise technical staff.
  • In-depth knowledge of enterprise-level firewalls and cloud-native security controls.
  • Hands-on expertise with cloud services (AWS, Azure, Google Cloud) for hosting, storage, and backup.
  • Knowledge of cybersecurity frameworks and compliance requirements (ISO 27001, NIST, GDPR, Data Protection Act, 2011).
  • Strong organizational and planning skills with capacity to manage multiple complex projects.
  • Budgeting, cost projection, and vendor contract negotiation skills.
  • Ability to design and enforce disaster recovery, redundancy, and business continuity plans.
  • Excellent reporting and documentation skills to support audits and governance requirements.

JOB SPECIFICATION

  • Master’s Degree in Information Technology, Computer Science or related field
  • One of: Cisco CCNP/CCNA, Microsoft Certified Solutions Expert, AWS/Azure Administrator, CompTIA Network+ or Security+ certificate required.
  • 7 years’ cumulative experience in managing sophisticated computer networks with 3 years managerial position.
  • Familiarity with various network types including LANs, WANs, WLANs, SANs, and VoIP networks

OR

  • Bachelor’s Degree in Information Technology, Computer Science or related field
  • One of: Cisco CCNP/CCNA, Microsoft Certified Solutions Expert, AWS/Azure Administrator, CompTIA Network+ or Security+ certificate required.
  • 10 years’ cumulative experience in managing sophisticated computer networks with 5 years’ experience in managerial position.
  • Familiarity with various network types including LANs, WANs, WLANs, SANs, and VoIP networks
