DEPARTMENT : PUBLIC SERVICE EFFECTIVENESS

POSITION : MANAGER, MONITORING AND EVALUATION

GRADE : I

RESPONSIBLE TO : DIRECTOR PUBLIC SERVICE EFFECTIVENESS

JOB SUMMARY:
Under the supervision of Director Public Service Effectiveness the incumbent is responsible for implementation of the monitoring and evaluation system.

MAIN DUTIES AND RESPONSIBILITIES

  1. STRENGTHENING IMPLEMENTATION OF PERFORMANCE MANAGEMENT SYSTEM
    1.1 Participates in the design and revision of the Performance Management System as well as management of Information Systems to ensure appropriateness to ministerial activities.
    1.2 Oversees and implements Performance Management System in the Public Service.
    1.3 Oversees development and Strengthening institutional monitoring, inspection and evaluation procedure.
    1.4 Facilitates knowledge building and knowledge sharing in the area of Monitoring and Evaluation.
  1. COORDINATE IMPLEMENTATION OF MONITORING & EVALUATION SYSTEM IN THE
    PUBLIC SERVICE

2.1 Designs and Implements monitoring and evaluation system.
2.2 Collects data on a regular basis to measure achievement against performance indicators.
2.3 Reviews logical frameworks, Indicator matrices, performance measurement frameworks (PMF) and develop data collecting schedules.
2.4 Maintains and administers the M&E database, analyse and aggregate findings.
2.5 Maintains data management systems and develop data templates, analysis and evaluations to ensure that learning is central.
2.6 Strengthens In house performance evaluation and participate in external performance evaluation committee sitting.
2.7 Provides advice supervisor on improving public service performance using M&E findings.

  1. COMMUNICATE MONITORING & EVALUATION FINDINGS
    3.1 Produces reports on Monitoring & Evaluation findings and prepare presentations based on M&E and data as required.

3.2 Organises formal accountability meetings for all Stakeholders.

3.3 Provides supervisor with management Information she/he may require.

  1. MANAGEMENT OF FISCAL RESOURCES
    4.1 Consolidates departmental budget.
    4.2 Monitors expenditure.

JOB SPECIFICATION
Master’s Degree in Economics/Monitoring and Evaluation/Business Administration/ Development Studies/ Project Management and (3) three years experience in monitoring and evaluation at senior level.

OR
Degree in Economics/Monitoring and Evaluation/ Business Administration/ Development Studies/ Project Management and (5) five years experience in monitoring and evaluation at senior level.
