Job Summary

Under the general supervision of the Director of Quality, Metrology and Technical Regulations, the Manager – Metrology Services is responsible for facilitating standardization development and harmonization processes, overseeing calibration and verification of measuring instruments, inspecting product labelling, ensuring traceability of measurements, managing metrology laboratory systems, and promoting awareness and training in metrology services.


Key Responsibilities

1. Standardization Development & Harmonization

  • Liaise with regional and international metrology organizations
  • Facilitate national stakeholder consultations
  • Prepare and present national positions on draft standards
  • Support adoption of harmonized standards

2. Calibration Implementation

  • Approve calibration procedures
  • Manage calibration exercises
  • Issue calibration certificates and compile reports

3. Verification of Measuring Instruments

  • Approve verification procedures
  • Manage verification exercises
  • Issue verification results and stickers
  • Initiate sanctions per metrology laws

4. Inspection of Product Labelling

  • Approve inspection procedures
  • Manage inspection exercises
  • Issue inspection certificates and compile reports
  • Initiate sanctions per metrology laws

5. Measurement Traceability

  • Ensure calibration of national standards
  • Facilitate inter-laboratory comparisons
  • Transfer traceability to industry standards
  • Maintain standards under suitable environmental conditions

6. Metrology Laboratory Management

  • Develop systems per ISO/IEC 17025
  • Facilitate accreditation via SADCAS
  • Maintain accreditation through audits and surveillance
  • Report on laboratory performance

7. Training & Awareness

  • Conduct stakeholder sensitization
  • Assess training needs and facilitate sessions
  • Prepare training reports and equipment surveys

8. Departmental Administration

  • Prepare annual plans and budgets
  • Monitor budget implementation
  • Supervise staff and assess divisional needs

Job Specifications

Qualifications (any one of the following):

  • Master’s Degree in Natural and Applied Sciences + formal training in standards/metrology + 3 years managerial experience
  • Postgraduate Diploma in Natural and Applied Sciences + formal training + 5 years managerial experience
  • Bachelor’s Degree in Natural and Applied Sciences + formal training + 7 years managerial experience

  • Staff Supervision: Oversee metrology personnel
  • Property Custody: Responsible for infrastructure and equipment
  • Budget Oversight: Prepare and manage departmental budget and expenditures
