VACANCY ANNOUNCEMENT
Applications are invited from suitably qualified local candidates for the following position tenable in the Ministry of Education and Training:
- Position Title: Manager – Learner Support (LDTC)
- Grade: I
- Number of Positions: One (1)
- Responsible To: Principal Secretary
Job Summary
Under the supervision of the Director, the incumbent plans, facilitates, manages, administers, coordinates, supervises, and advises on learner support issues.
Main Duties
1. Development of Sectional Plans and Budget
- Draws plans and budget for the learner support section
- Sets objectives for the learner support section
- Sets performance standards and indicators for activities
- Compiles academic sectional plan and budget
2. Engagement and Training of Tutors
- Drafts job descriptions and specifications for suitable candidates
- Prepares job contracts for tutors
- Draws guidelines for assessing tutor performance
- Organizes content for tutor training programmes
3. Student Information Management and Admission Policy
- Draws admission and registration procedures
- Assesses and approves content of student guide book
- Schedules registration and examination dates
- Establishes and maintains student information database
4. Establishment of Study Centers and Tutorial Monitoring
- Approves proposals for new study centers
- Proposes minimal infrastructural requirements
- Recommends appropriate technology based on location
- Determines number of face-to-face tutorials
- Reviews tutorial reports and initiates necessary changes
5. Learner Support Counseling Services
- Draws guidelines for pre-, on-, and post-counseling sessions
- Approves proposals for counseling strategies (e.g., group or individual sessions)
6. Examination Coordination and Result Evaluation
- Sets guidelines for evaluating learner eligibility for exams
- Schedules mock examinations
- Facilitates learner registration for exams
- Evaluates and analyzes examination results and their impact
7. Supervision of Learner Support Staff
- Assesses and approves individual work plans of section heads
- Appraises section heads to determine performance
- Assesses training needs of learner support staff
8. Advisory Role
- Advises the Deputy Director – Academic on introduction and implementation of new ODL technologies
Job Specification
Qualifications:
- Master’s Degree in Open Distance Learning with three (3) years’ experience in educational institutions
OR - Master’s Degree in Education with four (4) years’ experience in ODL institutions at managerial level
OR - Bachelor’s Degree in Education with five (5) years’ experience at managerial level in ODL institutions
