Job Title: Manager – Industry Development

Number of Positions: One (1)
Responsible To: Director – Industry


Job Summary

Under the general supervision of the Director Industry, the incumbent will be responsible for formulation and review of industrial policy, coordination of industrial programmes and activities and the management of technical assistance for implementing industry development plans. The incumbent is also responsible for ensuring regulation and compliance as well as supervision and training of staff.


Main Duties

1. Formulates and Reviews Industrial Policies

• Facilitates the development and/or review of industrial development policies and strategies.
• Facilitates stakeholders’ engagement.
• Facilitates the implementation of industrial policies.
• Facilitates the monitoring and evaluation of policies.
• Advises the Director on industrial policy related issues.

2. Coordinates Industrial Programmes and Activities

• Coordinates industrial development programmes in collaboration with the Lesotho National Development Corporation (LNDC).
• Solicits technical assistance from development partners for implementing the department’s industrial development plans for sustainable industrialisation.
• Facilitates implementation and review of planned programmes and activities.
• Ensures integration of Lesotho’s industrialisation interests in regional and international strategies.
• Facilitates development of industrial clusters to encourage value chain development and diversification.
• Acts as secretariat in industrialisation fora.
• Ensures reports are submitted to relevant stakeholders.

3. Ensures Regulation and Compliance

• Designs sensitisation programmes on industrial issues.
• Ensures timely inspections of business entities.
• Collaborates with institutions and Ministries for joint inspections.
• Develops risk management strategies.
• Advises the Director on industry-related risks and policy matters.

4. Supervises Staff

• Holds regular meetings.
• Organises plenary meetings.
• Conducts annual performance appraisals.
• Maintains discipline and ethical conduct.
• Resolves staff conflicts.


Job Specification

Master’s Degree in Economics/BCom/Business Administration plus five (5) years experience in a trade-related field
OR
Honours Degree plus six (6) years
OR
Bachelor’s Degree plus seven (7) years


Other Relevant Knowledge

• Conversant with industrial development and incentive regimes
• Conversant with regional and international trade agreements
• Knowledge of domestic laws governing Industry, Trade and Marketing
