The Lesotho Water and Sewerage Company (WASCO) invite applications from suitably qualified Local Candidates for the following position:

Job Title: Manager – Human Resource Operations

Reports to: Director Corporate Service

Purpose of the Role: To provide guidance, advice and service during the implementation of all HR Policies, Regulations, Procedures, Strategies and Guidelines in support of WASCO objectives.

Key Tasks:

  1. Develop and review Sectional operational plans to ensure alignment with the direction taken by WASCO and to facilitate implementation of the Annual Business Plan.
  2. Reviews and drafts all relevant Policies and Procedures and develops roll out programs for effective implementation.
  3. Develop and ensure proper implementation of HR plans, policies, procedures, systems and processes.
  4. Plan and direct employee development, performance management processes and programs to enhance staff capacity and capability.
  5. Mentor and coach sectional team through setting performance targets, giving feedback and confronting limitations in performance and supporting staff to improve.
  6. 6. Prepare the annual recurrent and capital budget for the Section and monitor its implementation thereon.
  7. Develop and implement WASCO human resources requirements plan to ensure proper staffing levels.
  8. Manage the recruitment and selection process to ensure adherence to the Resourcing Policy and Procedures and set turnaround standards, involving the rest of line managers accordingly.
  9. Manage and monitor effective implementation and use of HRMIS and maintain accurate and up to date HR records.
  10.  Facilitate consistent upgrades and integration of the system for efficiency of the system.
  11.  Advise management on information arising from exit interviews for their action.
  12.  Conduct research, develop and implement staff motivation and wellness programs in order to continuously improve staff morale within WASCO.
  13.  Review and implement the Remuneration Policy, Strategy and job evaluation and grading systems.
  14.  Ensure consistent alignment of WASCO’s Remuneration Strategy with market trends.
  15.  Conduct research and provide professional advice on appropriate performance related pay and reward systems.
  16.  Facilitate consistent upgrades and integration of the system for efficiency of the system.
  17.  Advise management on information arising from exit interviews for their action.
  18.  Conduct research, develop and implement staff motivation and wellness programs in order to continuously improve staff morale within WASCO.
  19.  Review and implement the Remuneration Policy, Strategy and job evaluation And grading systems.
  20.  Ensure consistent alignment of WASCO’s Remuneration Strategy with market trends.
  21.  Conduct research and provide professional advice on appropriate performance related pay and reward systems.
  22.  Manage the payroll, compensation and benefits administration.
  23.  Establish and maintain good relations with Service Providers including Banks, Pension Funds, Health and Insurance Providers.
  24.  Manage the Provident Fund through constant liaison with Board of trustees and the appointed broker at any given time.
  25.  Co-ordinate the development, review and consolidation of job profiling across organization and provides guidance where necessary.
  26.  Manage and monitor effective implementation of the Disciplinary and Grievance Procedures in accordance with the existing Labour Code and Recognition Agreement.
  27.  To provide advice and support to Management in all matters of employee and Labour Relations.
  28.  Ensure fairness in disciplinary hearings by participating and providing advice and guidance to both parties in line with the HR Regulations.  
  29.  Constantly involve Unions in consultations regarding issues of common interests to avert conflicts.
  30.  Prepare ad hoc reports on assignments undertaken.
  31.  Prepare monthly and quarterly reports on activities undertaken and on the implementation of sectional activities in order to inform management and to track progress against the divisional initiatives for accountability and performance monitoring.

Minimum Qualifications & Experience

  1. Degree in Human Resource Management/Industrial Relations or related field.
  2. Five years working experience in a similar role, of which three years should be in a managerial role.
