JOB SUMMARY
Disaster Management Authority is responsible for ensuring a timely, coordinated, and effective national response to disasters. As climate-related, technological, and complex emergencies increase in frequency and severity, the need for a dedicated managerial role to oversee disaster response operations has become critical.
The Manager – Emergencies and Response will provide centralized leadership and coordination for emergency response efforts and enhance DMA’s capacity to manage crises efficiently at district levels.
KEY RESPONSIBILITIES
1.0 EMERGENCY RESPONSE OPERATIONS
1.1 Participate in the planning, execution, and oversight of all disaster response operations.
1.2 Coordinate multi-sectoral emergency activities during natural, biological, technological, and complex emergencies.
1.3 Activate emergency protocols and contingency plans in response to hazard events.
2.0 EMERGENCY OPERATIONS CENTRE (EOC) MANAGEMENT
2.1 Manage the activation and 24/7 operation of the Emergency Operations Centre.
2.2 Ensure real-time collection, analysis, and dissemination of emergency data and field reports.
2.3 Maintain EOC readiness, including staffing, technology, and SOP compliance.
3.0 FIELD COORDINATION AND INCIDENT MANAGEMENT
3.1 Deploy and supervise Incident Response Teams (IRTs) or Rapid Assessment Teams to disaster sites.
3.2 Facilitate coordination of search and rescue, evacuation, relief distribution, and other immediate response activities.
3.3 Serve as the Deputy Incident Commander or assign team leads as per protocols.
4.0 RESPONSE PLANNING AND PREPAREDNESS
4.1 Facilitate development and regular updating of contingency plans, hazard-specific response plans, and SOPs.
4.2 Participate in scenario-based planning for high-risk events and mass-casualty situations.
4.3 Support prepositioning of emergency stocks, logistics, and essential services.
5.0 SIMULATIONS AND CAPACITY BUILDING
5.1 Participate in organizing emergency simulations, drills, and tabletop exercises to test response protocols and improve operational readiness.
5.2 Liaise with Training Officer to train DMA staff, response teams, and local authorities in emergency response procedures and incident management.
6.0 INFORMATION MANAGEMENT AND DECISION SUPPORT
6.1 Provide timely and accurate situation reports (SitReps), impact assessments, and response dashboards to senior management.
6.2 Ensure use of information management systems and tools to support rapid decision-making.
7.0 RELIEF AND HUMANITARIAN ASSISTANCE
7.1 Facilitate distribution of emergency supplies (food, water, shelter, NFI, medical aid).
7.2 Participate in coordination with logistics teams and humanitarian partners to ensure equitable, accountable, and timely relief.
QUALIFICATIONS AND EXPERIENCE
Education
Master’s degree in Disaster Management, Emergency Management, Public Administration, Humanitarian Affairs, or a related field with minimum 5 years of progressively responsible experience in disaster response, emergency operations, or humanitarian action.
OR
Postgraduate Diploma/Honours Degree in Disaster Management, Emergency Management, Public Administration, Humanitarian Affairs, or a related field with minimum of 7 years of progressive experience in hazard monitoring, early warning systems, or disaster risk management.
OR
Degree in Disaster Management, Emergency Management, Public Administration, Humanitarian Affairs, or a related field with minimum of 10 years of progressive experience in hazard monitoring, early warning systems, or disaster risk management.
Demonstrated experience working with national technical agencies (e.g., met offices, geological surveys, health departments).
Demonstrated experience in managing large-scale, multi-agency emergency responses.
TECHNICAL SKILLS
- Strong knowledge of national and international emergency response frameworks (Sphere Standards, INSARAG, Sendai Framework).
- Excellent data analysis and report-writing skills.
SOFT SKILLS
- Strong coordination, leadership, and team management capabilities.
- Excellent communication and stakeholder engagement skills.
- Ability to work under pressure in emergency contexts.
