The Lesotho Electricity and Water Authority (LEWA) was established in terms of the Lesotho Electricity Authority Act No.12 of 2002 as amended, to regulate the electricity supply industry and urban water and sewerage services in the country.

LEWA invites applications from suitably qualified Basotho for the following position:
Job Title : Manager-Economic Regulation
Responsible to: Chief Executive
Location : Maseru

Job Purpose
The Manager – Economic Regulation shall, under the direction of the Chief Executive, manage and take a leading
role in developing the cost of power and water supply, charging principles for electricity and water services and cost
recovery. In particular, this will require input into the economic aspects of regulatory price control reviews, involving the
analysis and modelling of the cost drivers, income requirements and social considerations. The Incumbent shall also
be responsible for Research and Development functions of LEWA, contributing to the economic planning of Electricity
and for Water and Sewerage sectors.

Key Result Areas

Develop an economically viable and sound approach on all regulatory matters;

Develop a comprehensive pricing system for electricity and urban water and sewerage services in Lesotho;

Lead in developing benchmarks for tariffs and licence approval by the Authority;

Develop electricity and water tariffs analysis in line with social equity considerations;

Lead tariff review submissions by Licencees on the basis of Key Performance Indicators (KPIs) agreed between
the Authority and the Licensees; and

Lead research and development functions.

Education and Experiences
• A Bachelor of Science / Arts in Economics Degree or equivalent with at least ten (10) years relevant working expe- rience in a Senior Management position in a regulatory environment.
• Master of Science/Arts in Economics or equivalent shall be an added advantage.
• A postgraduate qualification in Energy, Water or Management will be an added advantage.

Remuneration and Benefits The Authority offers a competitive salary commensurate with qualifications and experience.

Contract Duration
Five (5) years performance based contract, which may be renewed upon satisfactory performance.
