The SADC Development Finance Resource Centre (SADC-DFRC) is a subsidiary institution of SADC in terms of Annex 9 of the SADC Finance and Investment Protocol (SADC FIP), established in 2003 as a shared central resource to undertake capacity building, policy research and advisory work, and to promote collaboration between Development Finance Institutions (DFIs) within the SADC region. The DFRC is collectively owned by the SADC Development Finance Institutions (DFIs) Network whose membership presently stands at forty-one (41), also a SADC institution under the SADC FIP. As institutions of SADC, the DFRC and the SADC DFI Network are both committed to the principles and objectives of SADC as set out in the SADC Treaty.

The DFRC’s mandate is to provide technical and capacity building support; policy research and advisory services; and to promote the effective mobilisation of resources by the financial sector, in particular DFIs, for investment in key areas with the potential to stimulate growth, generate employment and alleviate poverty, in line with the objectives of SADC under the Regional Indicative Strategic Development Plan (RISDP).

To achieve its mandate, the DFRC has adopted a collaborative approach which involves utilisation of strategic partners in its focal areas – infrastructure/PPP delivery and industrial development inclusive of small and medium enterprises (SME) development. It therefore primarily operates as facilitator and catalyst to DFIs, SADC governments and other key development stakeholders.

MANAGER CAPACITY BUILDING

Main Purpose of the Job

To manage all programmes of the DFRC and to assist the CEO to develop and implement the institution’s 5 year strategic and rolling business plans and support the key business objectives of the institution.  

Reporting Lines 

Report to the Chief Executive Officer

Key Responsibilities

  • In consultation with the DFI Network members, develop and implement programme activities for the DFRC, including training and secondment programmes;
  • Develop and manage strategic alliances with DFIs and partner institutions and ensure synergies;
  • Prepare Training and Information dissemination materials and manuals to a level of professionalism for use on DFRC training programmes;
  • Develop and manage a monitoring and evaluation system for Capacity Building programmes for purposes of measuring their effectiveness in meeting stipulated objectives;
  • Supervise and manage policy research programmes and provide advisory services to DFIs, governments and other stakeholders;
  • Development of funding proposals for and liaison with Donors/International Cooperating Partners to procure funding for DFRC programmes and projects;
  • Provide institutional strengthening to DFI Network members focusing on improving DFIs’ support to SME clients;
  • Identify and maintain a register of competent service providers – institutions and individuals – for the execution of the DFRC Programmes
  • Develop and manage a data base on DFIs and other related development finance information
  • In consultation with other departmental managers, prepare DFRC Annual Report and Newsletter for publication;
  • In consultation with the Manager Finance and Administration, prepare the Programmes budget.

Qualifications and Experience

A Masters in economics, finance or business administration, is a minimum pre-requisite, together with 5-10 years professional experience as a programme manager with some experience on capacity building or management and running of training programmes.

Excellent analytical skills, together with a strong publication record; proven leadership skills; outstanding communication, team building and interpersonal skills, together with cultural awareness; and ability to represent the DFI Network at international meetings. 

A working knowledge of other SADC languages, including French and Portuguese, would be an added advantage. 

This position is open only to citizens of the Member States of SADC.

The successful candidate shall be contracted for a period of four years renewable, based in Gaborone, Botswana, and may be required to undertake extensive travel around the Region to meet with members of the DFI Network, SADC Governments, and other partner institutions.
