The Millennium Challenge Account – Lesotho II Authority (MCA-Lesotho II) is an entity established by the Government to act as the accountable entity to implement the Compact, with the authority to bind the Government with regard to all Program activities.  

 The Millennium Challenge Corporation (MCC) awards eligible countries with fixed-amount, fixed-term (five year) grants (“compacts”) for a defined set of projects aimed at reducing poverty through economic growth. Country ownership of compacts is a core part of MCC’s model and influences a great deal of MCC’s work. MCC supports this through the assembly of a local team of professionals for each compact, typically called a “Millennium Challenge Account” or “MCA”, charged with compact implementation and overseen locally by a Board of Directors. MCC believes that the performance of MCA-Lesotho staff has a significant impact on the efficiency, effectiveness, quality of compact implementation, and ultimately on the results that the compacts achieve. 

Lesotho Compact 

The Lesotho Health and Horticulture Compact aims to benefit 2.5 million people by growing, strengthening, and organizing the private sector in Lesotho and improving the government’s coordination to deliver critical services necessary to support private sector development. It will achieve this goal through investments in Health System Strengthening and Market Driven Irrigated Horticulture, providing sustainable income for smallholders and increasing climate resilience by replacing rain-fed subsistence farming with irrigated commercial horticulture in select locations. The GOL committed to passing several key reforms that will help make this compact successful, including reforms that address gender equality, working conditions and worker safety, as well as land and water rights. Each of the compact’s four projects focus on overcoming barriers to the economic inclusion of women, youth, and the rural poor. 

Position Objective

The Manager, Administration under the supervision of the Director,Finance and Administration, will supervise the administrative functions, logistical and building management of the MCA by ensuring the provision of quality services on time. This position will also supervise general services staff and ensure compliance with established work plans and implementation guidelines of the MCA and MCC.

Primary Responsibilities

  • Manage the operations and administrative service platforms on a daily basis, including the pool of vehicles; travel; office building and cleaning; mail; transport supplies; office equipment and supplies; reception; and construction operations.
  • Oversee the development and implementation of general service policies; establish standards and procedures; review and approve requests for supplies; and share procedures within the MCA, and with service providers so that they apply and comply accordingly.
  • Establish an easy-to-use reporting dashboard and reporting systems for the MCA management and staff.
  • In the supervisionof general services staff: train and supervise team members; evaluate the staff performance and coordinate the development of work plans to ensure effective and efficient activities.
  • Provide supervision and guidance on the management of the pool of drivers and official vehicles of the MCA by ensuring logistics for field missions, safety and security protocols, appropriate security of vehicles and logistics, and their efficient use.
  • Conduct regular inspections of MCA offices to ensure compliance with security standards, and ensure that the offices promote an environment conducive to the effective activities of staff and partners.
  • In the maintenanceof office supplies and equipment: plan and implement the acquisition of equipment; maintain, control and replenish stock; check receipt of supplies; and facilitate the acquisition of commonly used services/products.
  • Ensure the correct handover of all project equipment and safeguard documentation of all equipment problems reported by staff.
  • Ensure that procurement documents are signed by the Supplier (e.g. contracts, deliverables and acceptance notes) and prepare and submit acceptance notes for items acquired by the Administration Department. Serve as the main contact for general service providers by controlling the specifications charges, type and quality of services required.
  • Ensure that all technical problems at the MCA offices are resolved.
  • Collaborate with MCA project and operations teams, MCC and other key providers and stakeholders on the effective use of project management and other tools to achieve proactive management, successful implementation and quality control of the Compact projects and resources.
  • Perform any other tasks requested by the Director, Finance and Administration

Required Competencies

  • University or Associate degree or Diploma in Management, Office Administration or related field.
  • A minimum of eight (8)years of professional experience in office administration, project management, contract negotiations, cost estimating.
  • Minimum of five (5) years of experience in management services and administering processes and/or building/facilities management, procurement services, and/or travel and logistics functions.
  • Excellent contract management skills with demonstrated experience managing small to mid-size organizations.
  • Previous working experience with large international development organizations including international donors, NGOs, or government agency is preferable. 
  • Have strong computer skills with proficiency in the use of common Microsoft Office applications (Word, Excel, and PowerPoint) and familiarity with Management Systems. 
  • Demonstrated similar work experience in Lesotho and experience coordinating with local government institutions is an advantage.
  • Experience with project management tools, such as Microsoft Project or Primavera is desired.
  • Demonstrated ability to communicate clearly and effectively in both oral and written English.
