The Ministry of Local Government and Chieftainship (MoLGC) – Mohale’sHoek District Council has received funds from the Government of Lesotho and intends to apply these funds for Maintenance and Repairs of Rural Roads Construction Plant and Machinery. Therefore,legible suppliers who own motor garages are invited to bid for the period of two years from 2019-2020 to 2020-2022
REGISTRATION OF THE TENDER DOCUMENT
Tender documents are available at Mohale’s Hoek District Council (Procurement unit) at a non-refundable registration fee of M2, 500.00 (Two Thousand Five Hundred Maloti Only) during working hours from the 19th December 2019 paid at the Accounts office at District Administrator ‘s offices Mohale’s Hoek. Tender documents will be provided to the potential bidder upon provision of receipt from Accounts office by the District Council Procurement Unit.
SCOPE OF THE PROJECT
Maintenance and Repairs of Rural Roads Construction Plant and Machinery for THUPA TSE PELI – PORIKING AND KETANE – MOTHIBI Projects.
There are four (4) lots made up of the following items and will be shown in the bid document.

*The bidder may submit for all lots, however the successful bidder shall only be considered for one lot unless if the number of compliant bidders is less than the lots, in this case more than one lot can be awarded depending on capacity.

SPECIAL REQUIREMENTS
Bid Security for an amount of 2% of the Tendered price is required for each lot and has to be drawn in favour of Mohale’shoek District Council. It has to be from the bank or financial institution recognized by Central Bank of Lesotho.
Successful bidder is expected to provide 10% performance guarantee before entering into a contract. It has to be from the bank or institution recognized by Central Bank of Lesotho
Pre-tender meeting
Compulsory pre-bid meeting will be held on the 7th January 2020 at Mohale’s Hoek Urban Council adjacent WASCO office at10:00 am.
Site visits
Site visits are compulsory and the dates for the visits will be given during the pre-tender meeting. Site visits are at the Bidders expense.
MANDATORY REQUIREMENTS
Bidders who do not comply with the following requirements will be disqualified:
• Relevant and valid Trader’s License certificate at source
• Valid Tax Clearance Certificate
• 2% bid security per lot of the tendered price.
• Compulsory Pre-tender meeting and Site visit (Certificate of Attendance)
• Company profile
• Signed and stamped letter of Association/Joint venture agreement where applicable
• Power of attorney will be needed in case of existing joint ventures, companies and societies
• Letter of intent will be required (only for companies which intend to form a Joint Venture)
• Certificate of Incorporation and Company Extract on companies.
• Completed and stamped (suppliers stamp) Certificate of Bonafide
• Completed statement of commitment

Tender Issuance and Submission
The issue date for this tender is 11th November 2019, and the closing date is 24th January 2020. Original documents of thetender responses are to be delivered to the tender box situated at Mohale’s Hoek Urban Council, NOT LATER THAN 10:00 AM. All tenders will be opened on the 24th January 2020 at 10:30 AM. Sealed envelopes or packages bearing no identification of bidder
MUST be marked, MAINTENANCE AND REPAIRS OF RURAL ROADS CONSTRUCTION PLANT AND MACHINERY. Tenders will be openedin the presence of bidders or representatives at 10:30 a.m. on the same day at Mohale’s Hoek Urban Council adjacent WASCO office.
