Overview of Riders for Health International

Riders for Health International (Riders) is a non-profit organization and the mission is to make the ‘last mile’ the most important mile in health care delivery: creating, showing and sharing the solutions for achieving truly equitable health care. Riders achieves this by managing vehicles on a reliable, predictable and cost-effective basis, to support the work of health partners whose remit is to reach rural communities with health care and other vital services, including emergency referrals, transportation of medical and other medical commodities, including   transportation of samples and medicines.

The Lesotho program therefore is seeking to employ experienced Project Manager with 5 years minimum experience.

Overview of m-mama Program  

The m-mama program is an innovative and cost-effective at-scale Emergency Transportation System for pregnant women and new-borns led by Vodafone Foundation. The program addresses the high rates of maternal and neonatal mortality in rural areas by reducing delays in access to care using safe and timely emergency transportation for pregnant women and new-borns experiencing an emergency. The central component of m-mama is an emergency transport system enabled by innovative digital solution to address complications as quickly and effectively as possible. This digital technology is used to triage a patient remotely 24/7 and then dispatch an ambulance or community driver to bring the patient to a health facility. Vodafone Foundation and Touch Foundation the m-mama program in 2013 in Tanzania in collaboration with the Government of Tanzania. Lesotho is the first country outside of Tanzania where the m-mama program is being replicated. The m-mama Lesotho program is being co-implemented through a phased approach under the leadership of the Government of Lesotho since late 2019.

Job Summary

Riders for Health Lesotho is seeking a qualified candidate for m-mama Lesotho Program Manager to lead the implementation of national scale up of the m-mama Lesotho program. The Program Manager will work with the Riders for Health Lesotho teams, and in close collaboration with the other program implementing partners in Lesotho. The candidate will report to the Country Director and will be in charge of implementation of all the activities as outlined in the Riders for Health Lesotho program work plan.

Key Responsibilities

The m-mama Lesotho Project Manager will provide technical and management leadership to the Lesotho m-mama project. The primary responsibility of the Project Manager is to ensure successful implementation of the m-mama work plan and achievement of the project’s targets and goals.

  • Lead the development and implementation of program implementation plans, program strategies and work plans.
  • Oversee management of community drivers recruited as part of the m-mama emergency transportation system including overseeing payments of community drivers using mobile money platforms; managing the community drivers’ hotline for troubleshooting of challenges; and, overseeing their overall management including to ensure efficiencies in program delivery and their motivation and retention within the program;   
  • Directly lead the planning and implementation of community drivers’ recruitment, training and ongoing management during Phase 3 roll-out of the m-mama Lesotho program;
  • Overseeing implementation of program sustainability activities, under the guidance of the Ministry of Health and Riders for Health, to ensure ongoing continuity and functionality of the m-mama emergency transportation system post-Vodafone Foundation support
  • Build strong and collaborative working relationships with key stakeholders including the Ministry of Health, District Health Management Teams (DHMTs), Vodafone Foundation, Touch Foundation, Vodacom Lesotho and other relevant stakeholders
  • Oversee production of timely and accurate programmatic and financial reports as required.

Requirements and Qualifications

  • Master’s  or Bachelor’s degree with at least eight years’ experience  in the relevant field of Public Health, Project Management, International Development or equivalent
  • At least 8 years of demonstrated experience in program and project implementation, particularly within the health sector and/or within the international development context
  • Strong knowledge and understanding of the health system in Lesotho is highly preferred
  • Strong background of project design and M&E capabilities
  • Ability to self-manage and work independently without day-to-day oversight to complete deliverables on time and at a high level of quality
  • Excellent oral and written communication skills, especially in the functional use of Microsoft Outlook, Word, Excel and PowerPoint
  • Strong people management skills, including customer care
  • Demonstrated experience in establishing strong working relationships with colleagues from different organizations and cultures.

The position requires extensive travel within and outside the country as may be required.

Salary:  Commensurate with qualifications and experience.
