Position Summary:
Reporting to the Senior M&E Manager (ICAP), – M&E officer support eRegister facilities in 2-3 districts on continuous data quality improvement. The M&E Officers will provide technical assistance (TA) and build capacity of facility level eRegister users on collection of high-quality data. The officers will conduct review of quality of data in the eRegister, feedback users on the results and support them to address the gaps. The incumbents will also responsible to identify facilities eligible for transitioning to the subsequent stage of eRegister implementation and conduct targeted rigorous review of data quality and evaluate the results as per the national transition criteria. The incumbent will contribute to MOH efforts to enhance the use of information in the eRegister to inform decisions for improved patient care and programming.

Duties and Responsibilities:
• Provide support to Health Facilities (Hospitals & Health Centers) level eRegister users to strengthen system usage for complete documentation of patient-level clinical data
• Provide direct technical support to review quality of data collected in the eRegister, feedback users and support them to continuously improve data quality
• Identify needed controls in eRegister data entry form to minimize errors and give feedback to central team
• Check alignment of eRegister data entry forms and reports with respective paper documents
• Closely work with central and district HMIS team to identify facilities eligible for transitioning to the subsequent stage of eRegister implementation
• Conduct targeted rigorous review of quality of data in eRegister comparing with data in primary data source documents at sites identified as eligible for transitioning, as per the national transition criteria
• Closely work with central and district HMIS team to support and promote utilization of eRegister output for improved patient care and reporting
• Closely work with central and district HMIS team to ensure that all eRegister implementing sites are running the latest reports version
• Identify different facilities’ operational practices that are not aligned with the National guidelines, which can adversely affect eRegister reporting and give feedback to the central team
• Carry out other duties and responsibilities as assigned.

Qualifications:
• A Degree in Statistics, Monitoring and Evaluation, Computer Science, Health Informatics or Public Health.
• At least 2 years of practical experience in health systems monitoring and evaluation, particularly TB/HIV data collection, compilation, analysis and interpretation required;
• High proficiency in relevant computer applications, particularly MS-Access, Excel, OpenMRS and DHIS2
• Excellent knowledge of Lesotho health information system, running data validation and user support required
• Ability and experience delivering training in IT based system to participants who do not have a strong IT background;
• Excellent problem solving and good analytical skills
• Excellent interpersonal and communication skills and team working skills
• Ability to work with minimal supervision and maximum accountability and attention to detail

Travel Requirements:
The positions will require travel (up to 25%) to various districts and health facilities within Lesotho.
