The Ministry of Health has received support from Center for Disease Control (CDC) under the project title “Strengthening  Ministry of Health’s Capacity (MOH-Cap) for HIV Diagnosis, Treatment and Monitoring in the Kingdom of Lesotho”. The Ministry is looking for a suitable candidate for the position of  Monitoring and Evaluation Officer.

JOB TITLE   :           Monitoring and Evaluation Officer

JOB PURPOSE

Monitor and Evaluate implementation of set objectives and targets within the approved Operational plan and identify.

OBJECTIVES

Under the leadership of the Technical Director, the Monitoring and Evaluation Officer will be responsible to carry out the project duties supported by this grant:

  1. Serve as New Cooperative Agreement focal point that monitors and evaluates the identified indicators of the grants;
  2. Provide technical expertise to the project supported programs for the monitoring and evaluation of their activities;
  3. Assist in the development and implementation of standardized M&E processes and performance reporting;
  4. Support programs to record, aggregate, maintain and use quality data for their continuous service delivery improvement;
  5. Collect and analyze data on regular basis to measure achievements against performance indicators
  6. Assist in identification of training needs and training of supported programs including counterparts in the implementation of standardized M&E procedures;
  7. Support with the supervision and mentorship for data collection and reporting at the services delivery points including health facilities;
  8. Works with Health Planning & Statistics Department of MOH for unified reporting 
  9. Assists the MOH in analyzing of data pertaining to the project and identifying programmatic issues;
  10. Report data in DATIM periodically as required by CDC based on agreed indicator.
  11. Works with the HMIS personnel to ensure maintenance of an up-to-date MOH database;
  12. Works with HMIS personnel to ensure validity and reliability of all data reported;
  13. Liaise with M&E counterparts and partners receiving support from CDC towards strengthening Ministry of Health’s Capacity (MOH-Cap) for HIV Diagnosis, Treatment, and Monitoring.
  14. Works with all partners and organizations in sharing lessons learned and working to strengthen national M&E systems;
  15. Assist with identification of research questions, coordinates and facilitates program-related operations research;
  16. Support the MoH national survey and surveillance activities;
  17. Work in a professional manner and maintain good relationships with MOH HQ officers, district staff and counterparts.

Education:

University Degree preferably in Monitoring and Evaluation, Business Administration or related field.

Experience:

  • At least 5 years of experience in the design and implementation of M&E/MIS in development projects implemented by national/international NGOs/UN bodies/ Government.
  • Experience in designing tools and strategies for data collection, analysis and production of reports.
  • Experience working with CDC or similar agencies and liaising with senior officials.
  • Proven ICT skills, especially in the development of MIS software using database software.
  • Expertise in analyzing data using statistical software.
  • Strong training & facilitation skills.
  • Fluency in written and spoken English.

Duration and Remuneration:

This position is for (1) year period and it is renewable based on performance and availability of funding.

 The salary for this position is market related, but will also be commensurate with requisite qualifications and experience.
