Overview:

Baylor College of Medicine Children’s Foundation – Lesotho The Baylor College of Medicine Children’s Foundation – Lesotho (BCMCFL), is the result of a public-private partnership between Baylor College of Medicine International Pediatric AIDS Initiative and the Government of Lesotho, and is a legal, non-profit/tax exempt organization registered in Lesotho. BCMCFL provides free paediatric and family-centered HIV and tuberculosis prevention, care, treatment and support, serving thousands of children and families affected by HIV, TB, or other child health conditions.

Position Overview

The Monitoring and Evaluation (M&E) Coordinator will serve as the head of the M&E department for BCMCF-L and thus oversee monitoring and evaluation of all programmatic, project and research data activities of BCMCF-L.  S/He will also be responsible for timely completion of all programmatic and research reporting requirements. BCMCFL is looking for highly qualified candidates to fill in the following positions on a full-time, Fixed-Term Contract basis. The position is based at Maseru Centre of Excellence (COE) with frequent travel in-country.

Duties and Responsibilities

  • In coordination with the supervisor, program Director, and Project Managers, develop short and long-term monitoring and evaluation plans to assess the achievement of programmatic and departmental (pharmacy, nursing, doctors, social work, adolescent clinic, teen club, etc) goals and objectives
  • In coordination with the supervisor, program Director, Project Managers and Technical Director, develop MEL plans for funding proposals.
  • Be responsible for generating and or overseeing the MySQL scripts to pull the needed data from our system that is needed for DHIS2, projects and research
  • Ensure proper documentation in the Electronic Medical Record (EMRx)
    • Develop and/or review monitoring tools for the EMRx
    • Supervise data managers in performance of data quality assessments and improvements
    • Provide updates to all EMRx users regarding proper documentation and any revisions/modifications to the EMR
  • Provide technical support to BCMCFL to strengthen use of the MOH Electronic Register through proper documentation in the e-register and Commcare applications
    • Lead the Maseru COE and SCOEs to reach e-register goals so as to graduate off of paper-based reporting.
    • Coordinate with IT to participate in technical meetings regarding e-register as requested
    • Develop and/or review monitoring tools for e-register and CommCare
    • Supervise data managers in performance of data quality assessments and improvements
    • Provide trainings and refresher trainings to e-register and CommCare users
  • Ensure proper documentation of MoH tools, registers, or reports
  • Develop data collection and data analysis tools for any new projects or activities
    • Train relevant staff members on use of data tools
    • Supervise ongoing use of tools
  • Compile monthly, quarterly, semi annual and annual M&E reports’
    • Work alongside project SI Managers in the preparation of data presentation slides
    • Share reports with relevant stakeholders
  • Participate in the preparation of and attend Project/Donor meetings including ad hoc, weekly, bi-weekly, monthly and quarterly meetings
    • Represent BCMCFL at relevant high-level meetings
  • Use reports to make appropriate recommendations to management, departments and projects on identified project implementation strategies, targets, and operations problems
  • Participate in research activities
  • Identify areas for quality improvement and assist teams, departments and individuals in implementation and monitoring of quality improvement initiatives
  • Support the QI Officer in the implementation of QI activities at BCMCFL sites and supported MOH/CHAL sites
  • Mentor data management staff and other relevant individuals in data management and M&E skills
    • Conduct training and lecture activities which support enhanced data management and M&E skills
  • Supervise data managers at COE, SCOEs, and on projects
  • Supervise Data collection, data quality assessment and reporting activities at COE, SCOEs, and on designated projects- to work alongside the projects SI Manager in these activities
  • Perform data quality validation exercises to ensure high data quality
  • Assist departments and management in development and implementation of Balanced Score Card as a performance monitoring tool.
  • Perform other duties that are assigned by the Administration.

Educational Qualifications, Work Experience and Key Competencies

  • Degree from a recognized university in Statistics, Demography, Social Sciences, Public Health or other relevant discipline
  • Minimum of three to five years’ experience in providing M&E support to health or development projects
  • Proficiency in the use of DHIS2, MS Excel and MySQL
