Context:

In mid-2019 OCB launched a reform aiming at providing more autonomy to the projects (see concept paper attached). Southern Africa missions (Mozambique, Zimbabwe and South-Africa) have been chosen as a first pilot and an innovative and transformational approach will be implemented in 2020 in the region.

This set up will promote  increasing responsibility and competences at the project level, by altering the responsibility of the today’s national coordination teams who will transition towards needs-based National Support Teams (NST). A Regional Support Team (RST) will be established as the first line contact for the projects for strategic matters. The RST will report directly to the OCB Director of Operations.

As a result, the strategic positions, Project Coordinator, Project Medical Referent & Leverage (where applicable), within the project take on a new character as the main responsible for success of the intervention, supported closely by the Log, Finance and Human Resources teams. These positions will be accountable for ensuring that decision-making is made by consultation and consent and taken as close as possible to the beneficiaries and communities. The strategic positions will lead the implementation of the innovative managment and support of OCB operations. They will take on a pioneering role to shift management from traditional “chain of command” heirarchies towards a system of holarchy where individuals and teams have increased space to self-manage their contribution towards the achievement of the project objective

Summary:

The Logistics Manager will be responsible for the project objectives in logistics and its implementation in collaboration with the Project Operations & Medical team, coached/mirrored by the Regional Logistics Support. The position invloves + 70% of travel to support projects across the mission on issues around logistics.

Minimum Requirements:
Degree in Logistics Management or equivalent is essential
Working experience of at least two years in relevant similar jobs in other NGO’s or previous field experience within MSF
Desirable: Proven understanding of MSF Field Logistics (general knowledge of MSF equipment and kits in accordance to the nature of the projects)
Knowledge on medical logistic thematics according to project specficity is an asset eg. Food log, vaccination, emergencies, responses to epidemics
Coaching skills training
Fluency in written and spoken English
Excellent knowledge of Microsoft Office Suite
South African citizen or holder of a valid South African work permit

Responsibilities:
Ensure that all the supplier contracts are well organized and archived according to MSF protocols.
Collaborate with the Finance Department in the management of MSF vehicles and premises insurance.
Manage the vehicle tracking system and follow-ups associated with it.
Harmonize MSF tools in the entire mission with assistance and support of the Regional Logistics.
In collaboration with the Learning & Development team and Regional Logistics, assist with the development of trainings specific to the Logistics team throughout the mission.
As and when necessary, travel to various projects for support and or to gap-fill.
Ensure proper Logistic support for all the projects, including Southern Africa Medical Unit (SAMU).
Compile the sitrep and share with Regional Logistics.
Ensure the availability of Eprep stock in a well organised manner, including the preparation of Log HR for the entire mission.
Be available for detachment in the region depending on the need.
