Job Description

Ensure timely and accurate proper and safe custody of all Non-Food and Food commodities entrusted to the care of World Vision by European Union Civil Protection and Humanitarian Aid (ECHO) and for HEA GIK stocks. To oversee documentation of transactions in the warehouses, school and communities including, receipts, waybills, delivery notes etc.

Major Responsibilities:

25% Warehouse management

  • Ensure that all warehouses and storage spaces have assessment reports for proper and safe storage of commodities, food and non-food.
  • Ensure that all the commodities arriving at storage spaces and leaving the storage spaces for response are properly and safely stored and dispatched with full documentation and accounted for.
  • Ensure that you know in advance about the types and amounts of commodities to expect in the storage spaces to prepare and carefully plan
  • Ensure the cleanliness of the warehouses to an acceptable level

25% Commodity accounting

  • Scrutinize waybills for correct quantity and quality, record all quantities delivered short or missing, damaged or lost. All observations must be recorded immediately.
  • Supervise offloading of commodities for inspection and counting before accepting them into the warehouse
  • Ensure all commodities have stack cards, recorded in ledges and uploaded in the stock management system
  • Ensure that commodities leave the warehouses with proper approvals as per MOU and agreements and must be accompanied by waybills
  • Evaluate the cost of lost, spoiled or damaged commodities
  • Participate in Quarterly physical inventory exercises.

15% Distribution/logistics management

  • Support food and non-food distribution staff for better planning or required delivery of food commodities promptly
  • Based on response requirements prepare commodity requirement plans and coordinate transport requirements together with Clusters where applicable
  • Plan and arrange deliveries of commodities in a cost-efficient and effective manner.
  • Ensure that all supporting documentations for distributions are filled and reconciled with waybills

10% Stakeholders’ engagement

  • Effective liaison with relevant government ministries and other humanitarian actors for assessments, distribution lists, distributions, reports etc

10% Reporting  

  • Ensure reports (Truck inspection, commodity receipt summary, dispatch summary, loss status, disposal status, physical inventory etc) are submitted timely, accurately and in an acceptable standard.

15% Training, Capacity building and knowledge management

  • Provide input and deliver where applicable, training for relevant staff to increase their responsibilities to build capacity and ensure the sustainability of programs
  • Provide capacity building for the warehouse management systems towards handover to relevant government offices

KNOWLEDGE, SKILLS AND ABILITIES

  • Evidence of practical experience in logistics and warehousing within the field of (asset management, warehousing, procurement, clearance, transport etc)
  • Evidence of management of logistics systems
  • Evidence of the ability to plan for and conduct training in all areas of logistics and warehousing for project staff
  • Ability to operate as part of a team is critical
  • Ability to work in harsh conditions, often deep rural and hard-to-reach areas
  • Effective communication and public presentation methods and skills
  • Maintains standards of confidentiality and a strong commitment to ethical practice
  • Demonstrates safe work practices and exhibits an understanding of emergency response techniques appropriate to position
  • Maintains positive work relationships in a respectful and collaborative manner
  • Maintains good communication with others ensuring others have the necessary information

QUALIFICATIONS AND EXPERIENCE

Hold a Diploma/Degree in Humanitarian logistics, supply chain management or related disciplines (CIPS, BCOM, and Business Management). A degree in the discipline is an added advantage

Additional experience:

  • Have at least 1-2 years of relevant experience in humanitarian logistics or supply chain within an INGO or NGO
  • Know about Disaster Management and competence in Disaster Risk Reduction activities.
  • Have solid experience in programming disaster preparedness programs and humanitarian guidelines
  • Have a very good experience with the Grants of donors.
  • Use of computer or other automated equipment and up-to-date software programs; use of internet and related technology.

Work environment: Office-based with travel to the field
