Job Description:

Major Responsibilities

  • Monitor WVL’s fleet and ensure efficient coordination and use of fleet in line with WVL Vehicle Policy and transport systems, ensuring that World Vision’s vehicles and equipment are mechanically maintained in a manner that will provide reliable transportation and for World Vision goods, assets and staff;
  • Analyse, prepare and present monthly fleet reports which show fuel consumption, verification of authorised trips as per logbooks, vehicle maintenance expenditures and vehicle usage, and advise management on control measures;
  • Facilitate purchasing and disposal of WVL vehicles and motorcycles as required and arrange for the renewal of vehicle licenses and Insurance Policies. Ensure that all WVL vehicles and offices have First Aid kits and fire extinguishers;
  • Support ongoing work to identify where WVL faces the greatest levels of risk from a fleet management perspective and how to best manage and mitigate those risks, in coordination with other internal teams such as Audit, Integrated programs, People & Culture and Procurement;
  • Promote a good, multi-departmental strategic understanding of road safety and fleet management.  This includes facilitating the documentation of systems and procedures that contributes to the responsive organization with best practice on fleet excellence;
  • Promote and spearhead safety driving /riding of motorcycles and motor vehicles in the organization. Partner with P&C for capacity building initiatives of drivers and staff on safety driving skills to enhance compliance with the WVL Vehicle Policy as well as the National Road Traffic Act. Initiate Vehicle Policy review as may be necessary;
  • Carry-out investigations on fleet-related incidents, interpret Police Maps and participate in incident report writing pointing out to the root cause with recommendations to management for further action.

Design, implement, and manage administration function for efficient office functioning including the following:

  • Effective management of office buildings, maintain a system of asset management in line with World Vision guidelines tracking current, new purchased and disposed assets on monthly basis and effective management of office premises and good facility management
  • Ensure adequate fixed assets policies and tracking systems are in place. Maintain inventory and fixed asset register for tracking and accountability. Perform annual physical inventory of WVL asset register in NO and field offices; Ensure all administration related (utilities) invoices, cost allocation and payments are done in a timely manner;
  • Administer inventory and maintenance of all WVL assets, keep an up to date database, facilitate repair, replacement or disposal where necessary.

Ensure security issues are implemented through the following:

  • Provide input to the National Office security strategy in alignment with WV security policy so as to ensure the operational priorities are appropriately supported.  
  • Support the implementation of the security management plan for the country program. 
  • Ensure Security Risk Assessments, Country Risk Ratings and Core Security Requirement standards, processes and procedures are completed in accordance with Corporate Security guidelines and training. 
  • Develop and maintain critical security incident contingency plans based on Country Risk Rating and Response Context. 
  • Partner with People & Culture to identify trainings that are appropriate to the needs of WVL staff and maintain a database of security trainings undertaken by individual staff.
  • These trainings include, but are not limited to, personal safety, first aid, driving and journey management and security management.
  • Update the security induction materials on a regular basis and provide inductions to all new staff and ensure that all new employees receive appropriate security orientation within 24 hours of arrival in the workplace.
  • Participates in the procurement process of Security Guards services for all WVL premises, train the guards on WVL security best practices and manage service level agreements to ensure adherence with WVI security standards.
  • Carry-out investigations on security-related incidents and compile a report to management with relevant evidence to inform the decision making process.

Knowledge /qualifications for the role

  • Minimum Educational level required:   Bachelors’ Degree in Logistics/Security Management/Business Administration, Business Management or related field;
  • Minimum of 3 years’ experience in related field;
  • Strong knowledge of fleet services;
  • Valid Driver’s License with Defensive Driving

  • Computer skills

  • Knowledge of estate management and guest relations
  • Good planning and organizational skills
  • Ability to maintain effective working relationships with all levels of staff
  • Good analytical and report writing skills
  • High level of integrity and stewardship

Working Environment / Conditions:

Office – based with frequent travel to the field and outside Lesotho
