Terms of Reference

Managerial support to the COVID-19 response team of Lesotho’s Ministry of Health

Background / General description:

As of March 14, 2020, there is no confirmed COVID-19 case in Lesotho albeit neighboring countries including South Africa and Eswatini have confirmed cases. Due to the weakness of its health system and its linkage with affected countries (like China), World Health Organization (WHO) categorizes Lesotho as high risk and high vulnerability setting.

The Government has taken a few actions including (a) creation of the Technical Working Groups on Surveillance at Point of Entry, Administration, Case Management, and Risk Communication; (b) the establishment of the Emergency Operations Center, which is poorly equipped; (c) orientations and trainings for selected staff to conduct screening of travelers at the main country’s point of entries; (d) application of self-quarantine to travelers coming from some of the affected countries; designation of a core clinical team as frontline care providers; (e) identification of isolation rooms in two district hospitals, which require refurbishment and equipment and (f) release of a Travel Advice and Travel Guide.

Despite these actions, there some deficiencies such as logistics needed for effective surveillance: transport, and protective equipment (gloves, masks, protective suits) and lack of communication to general public. The Ministry of Health drafted Lesotho Preparedness and Response Plan with costing exercise to seek support from development partners. The Plan requires constant updates to respond to rapidly changing environments including technical assistance need and financial need. To make it happen, coordination among stakeholders and formulating a well-articulated Plan are critical. A managerial support consultant is expected to address these issues.

Duties:

The selected managerial support consultant will work as part of the team in the above-stated areas, and any ad-hoc requests from the government and other stakeholders.  

The managerial support consultant will be expected to:

  • Support the response team in finalizing written outputs such as plans (short, medium and long-term), costings, Power Point Presentations;
  • Participate in meetings and immediately issue minutes to the response team management for review and dissemination;
  • Propose a Gantt-chart for the response roll-out and monitor its implementation in support to the response team management;
  • Contribute to quick data analysis and presentation in relation to the topic; and
  • Assist the COVID-19 response managerial team in the coordination of stakeholders.

Selection Criteria:

The successful candidate for this consultancy should have demonstrated superior technical skills and first-rate interpersonal skills. The incumbent must be able to interact effectively with technical counterparts in the government, junior and high-level officials of donor governments and agencies.  

Other selection criteria include:

i) Master’s degree in project management, or any health-related degree and 3-5 years of experience in working in managing health related project or similar tasks. 

ii) Excellent writing and communication skills.

iii) Sufficient ability to work on software such as Microsoft Word, Excel, PPT as well as any software producing Gantt charts.

iv) Ability to work under extreme pressure and unduly hours as a matter to respond to an emergency. 

v) Proven sense of initiative, results orientation, team work and leadership qualities, and ability to work effectively across sectors.

Duration and Accountability:

The duration of the contract will be for 90 working days and the recruitment is immediate.

The consultant will work with the Lesotho Government COVID-19 response team. He/she will accountable to the team Manager.
