Local Security Advisor

OBJECTIVE OF THE POSITION

The security team is responsible in ensuring that the working location has the capacity to effectively support the management of security risks locally in order to enable Oxfam to meet its programme objectives. The Local Security Advisor will ensure that the local security strategy is developed, implemented, monitored, and reviewed consistent with Oxfam policies, standards, and requirements and with the Country security strategy.

DUTIES AND RESPONSIBILITIES

Technical Support

  • Providing strategic and operation leadership in the management of security and supporting field security management teams in the working location.
  • Visiting working sites within the working location, including challenging environments part of the role. These visits may be planned, but can often be a very short notice.
  • Providing support and advice to line managers on the development of security procedures and plans for each working site ensure they are complete, up to date and required quality).
  • Supporting senior management on incident management (internal and external context expertise), lessons learnt and follow up actions / changes to procedures. Advising the Local Incident Management Team).
  • The recruitment of security personnel in the working locations.
  • Facilitating / providing learning & development as well as sharing experiences and best practises at all levels.
  • Identifying staff security training, learning and development requirements and ensuring access to the training across the working location (including appropriate planning and resourcing).
  • Providing technical inductions and briefings as required.
  • Advising and assisting Area Manager in discharging Duty of Care for the working location as directed by the Oxfam Security Policy.
  • Supporting the identification, assessment, training, coordination, following up, and resourcing of local partners from a security perspective.

Monitoring, Evaluation, Reporting and Analysis

  • Monitoring compliance to security policies, plans, and procedures at a local level, including (but not exclusive):
    • Completing an annual Stock-take of the local Security Management Plan and incident reports (if level-3 or up; bi-annual).
    • Completing security audits in the working location and ensuring a strong accountability between the country office and the working location.
    • Advise on ‘best practices’ in line with Oxfam security tools and templates.
  • Reporting security incidents to his line manager and ensuring that advice and recommendations are in line with Oxfam policy and follow up on actions are implemented.
  • Contributing on organisational security management performance at a country level on a regular basis including:
    • Managing the incidents database (OSIRIS) locally.
    • Providing regular reports on incidents and associated analysis / trends to the appropriate line management

Managing available resources

  • Managing requests for support from the teams and forwarding them to the Area Manager or Country Security Advisor/Officer/Focal Point when appropriate.
  • Ensuring an equitable allocation of resources in the working location.
  • Maintaining an overview of security finances in the working location, including: annual budgeting for security work within local budgets.
  • Participating in the programmes design so that security is taken in consideration from the conception of the interventions.
  • Potentially covering absence/back-up of security leads in other locations for short periods, especially in places that are highly volatile or high risk.

Representing Oxfam Security in the working locations

  • Coordinating and following up on Oxfam’s participation in external security networks.
  • Facilitating learning & development as well as exchange experiences at all levels.
  • Making proposals and recommendations regarding security management coordination to the Area Manager and Country Security Advisor/Officer/Focal Point or RSFP/ GSA.
  • Encouraging a transversal approach through coordination with other departments (Logs,Wash,EFSVL) in the working location.
  • Strongly involved when programmatic emergencies arise, including planning and potentially deploying to new or rapid onset emergencies in support.

Other

  • Complying with all security policies, procedures, directions, instructions, regulations or plans (including required security training).
  • Applying due diligence in order to ensure their own safety and security.
  • Actively contributing to the development and implementation of security management policy and procedures.

QUALIFICATIONS

Knowledge of Languages

Proficiency in English and Portuguese or Spanish is essential.

Education

A degree from a recognised university in security studies or a related area is desirable.

Experience

  • Expertise on the local security context and trends as well as good understanding of the most challenging sites in the working location is required.
  • Relevant working experience in high areas due to security and/or politics is essential.
  • Proven influencing and negotiating skills with internal and external audiences including in complex and stressful environments is necessary.
  • Proven experience of field-based training and relevant working experience in high areas due to security and/or politics is essential.
  • Previous experience working in the health and safety is desirable.
  • Experience with the use of telecommunications (satellite phone, HF, VHF, etc.), the management of vehicle fleet and related security aspects and/or the management of sites/buildings and related security aspects is an asset.
  • A basic understanding of air safety is desirable.
