Terms of Reference for One (1) Local Consultant to Map Lesotho Civil Society Organizations (CSOs)

1.0       BACKGROUND

Pact Lesotho is the Global Fund Principal Recipient under the project name Stepping Up Universal Access: A multi-sectorial Partnership Response to HIV Prevention at the Community Level.  The aim of the project is to support the implementation of the Lesotho National HIV and TB Strategic Plans by targeting the vulnerable groups and key populations with Behavior Change Communications interventions while strengthening the community response and civil society organizations.

In order to improve civil society participation, Pact in collaboration with the National AIDS Commission of Lesotho (NAC) proposes to develop a CSO Directory.

2.0       OBJECTIVE, SCOPE & PROCESS

2.1       Rationale

The Directory is meant to support civil society organizations (CSOs) by putting together information of all legally registered CSOs in the country. This information will benefit all stakeholders; Community Councils, District Councils, development partners and national level stakeholders to easily locate CSOs for support as well as funding opportunities. Against this background, one (1) local consultant is required to develop a Directory of Civil Society Organizations in Lesotho.

2.2       Scope of Work

The focus of the consultancy will include:

  • Developing data collection tools including questionnaires that will assist collect the required information
  • Review current Directory of AIDS service providers
  • Scheduling appointments with key stakeholders in all districts that could assist provide the required information, i.e. DHMTs, District AIDS Committees, Government Ministries and District Focal Persons, Private Sector, NGOs, CBOs and FBOs
  • Conducting interviews and data collection with identified CSOs
  • Update an electronic database on each of the individual organizations reached, their contact details and responses to the questionnaires
  • Mapping of existing service providers in each district (Physical geographical location)
  • Submission of mapping report highlighting existing CSOs, their main focus and interventions; and other related findings of the study and recommendations thereof
  • Submit final revised Directory in soft copy and 100 printed hard copies

Duty Station and Duration:

The duty station for the consultant will be the Pact Lesotho Office in Maseru, Lesotho. The duration for the entire consultancy is expected to last for a period of thirty (30) days including weekends and public holidays.

QUALIFICATIONS AND SKILLS

Pact is looking for the following qualifications and skills:

  • Hold a Master’s Degree in a relevant field (Public Health/Health, Social Sciences, Management, Monitoring and Evaluation) with at least five (5) years’ experience in the field; or hold a Bachelor’s degree in a relevant field (Public Health/Health, Social Sciences, Management, Monitoring and Evaluation) with at least ten (10) years’ experience in the field
  • Must have previously undertaken such or similar mapping assignments  
  • Good communication and interpersonal skills
  • Be able to work with multiple stakeholders
