Summary

The Procurement and Supply Management project is the primary vehicle through which USAID provides technical assistance to improve partner countries’ management of the health commodities supply chain and collaborate with key international stakeholders to support global health initiatives. The Logistics Management Information System (LMIS) Coordinators are responsible for ensuring proper implementation of both paper and electronic information system to improved data visibility within the districts. LMIS Coordinators will also provide capacity building through training, supportive supervision and mentorship on the use of the LMIS tools (Informed Push system, Inventory and Dispensing) to improve accuracy of data used for demand planning and forecasting and minimizes the risk of stock outs while improving commodity security. 

These 2 positions are based in the selected DHMTs  and will report directly to Supply Chain Field Support Manager. Key Responsibilities:

  • Provide ongoing training and mentorship of health facility staff responsible for supply chain management on the use of the Informed Push system.
  • Assist District Logistics Coordinators (DLC) to ensure availability and accuracy of the LMIS data for demand planning, forecasting, and budgeting at district level for all health commodities.
  • Participate in verification exercise of health facilities requisitions in the given districts.
  • Assist in the analysis of monthly stock status reports from health facilities and promote data triangulation exercise in the given districts
  • In collaboration with DLCs, DPOs and Lab Head consolidate monthly districts stock status reports.
  • Use existing DHIS2 platform to promote data visibility, and the use of data for decision-making at district level.
  • Participate in data analysis with System Strengthening Coordinator and Data Management Coordinator to identify gaps in data quality and liaise with DLCs to improve data quality.
  • Provide support to the health facility staff involved in LMIS data entry and analysis through on-site/on the job training and mentorship.
  • Ensure timely availability of data for reporting by the M&E and data management department on monthly, quarterly, and ad hoc basis.
  • Support and monitor the use of a data reporting chart, and guide supervise data collection activities on daily basis.
  • Support and monitor the implementation of the Supply Chain data reporting mechanism from health facility to the districts level to improve reliability of data.
  • Support the electronic supply chain systems operating at districts level and at health facility.
  • Support a system of information feedback from the districts level to the health facilities and NDSO following submission of reports and supervision exercises.

Qualifications:

  • Bachelor’s degree required, advanced degree in relevant discipline desired.
  • Minimum 4 years of experience managing supply chain and/or logistics inventory management projects;
  • Experience in managing logistics management information system will be added advantage
  • Demonstrated mastery of Microsoft Office suite (Word, Excel, Powerpoint, etc.) with knowledge of DHIS2 a plus;
  • Knowledge of Lesotho MOH environment and supply chain preferred;
  • Ability to conduct supportive supervision and mentoring effectively;
  • Ability to work with cooperating partners in implementing complex programs;
  • Ability to meet tight deadlines and prioritize effectively;
  • Strong interpersonal, written and oral communications skills;
  • Strong written and spoken English skills.
