JOB TITLE: Librarian

RESPONSIBLE TO: Senior Librarian
Job Summary
Under the general supervision of the Senior Librarian, the incumbent is responsible for performing the following duties: collection development, maintenance of collection material, marketing of library services, cataloguing and classification.
Main Duties
Collection Development and Maintenance
- Compile a list of library materials to be acquired to supplement the library collection
- Compile a list of outdated information material and recommend for weeding and restoration
- Re-package information into different formats according to patron needs
- Implement programs and projects for preservation of library materials
Cataloguing and Classification
- Design inventory classification system for identifying library information materials and easy retrieval
- Compile a catalogue to facilitate easy access to information materials
- Develop abstracts and indexes for newly acquired information material
- Supervise shelving of library materials
- Reconcile information sources with stock records
Outreach, Marketing, Promotion and Publicity
- Undertake outreach programmes to support development of schools and public community libraries
- Conduct school library surveys
- Provide guidance and handling of library operations to enhance effectiveness and efficiency
- Train new library and information personnel on library skills
- Undertake preservation assessments
Archival Services
- Design inventory classification system for identifying archival materials and easy retrieval
- Compile a catalogue to facilitate easy access to information materials
- Develop finding aids for newly acquired archival material
- Reconcile archival material with stock records
- Provide advisory and reference services
- Undertake records surveys
Outreach and Marketing of Archival Services
- Undertake outreach programmes to support development of archival institutions
- Conduct public awareness campaigns
- Prepare, distribute, and display publicity materials
Preparation of Annual Workplan
- Prepare annual work plan in consultation with Senior Archivist
- Approve work plans of subordinates for adherence to ministerial objectives
- Appraise subordinates bi-annually to assess performance
- Contribute to the preparation of the annual budget
Job Specification
Education and Experience
- Master’s Degree in Archives Administration and Records Management / Library and Information Science / Knowledge Management
OR - Postgraduate Diploma / Honours in Archives Administration and Records Management / Library and Information Science / Knowledge Management plus three (3) years relevant experience
OR - Degree in Archives Administration and Records Management / Library and Information Science / Knowledge Management plus five (5) years relevant experience
Knowledge and Skills
- Ability to lead, manage, and adapt to change effectively
- Understanding of the framework for library and archives service
- Strong technical knowledge of Integrated Library and Archives Systems and Microsoft Office
- Excellent oral and written communication skills
- Proven organizational, analytical, and project management skills
- Understanding and adherence to professional values and ethics of library and archives service
- Demonstrated aptitude for creative problem solving
- Active commitment to personal growth and lifelong learning
Supervision
- Takes full responsibility for performance of all staff
- Responsible for safekeeping of all documents in the library including office equipment and general collection
Safety for Others
- Ensure mobile steps are properly locked and mounted before use
Effects of Errors
- Ensure subordinates are well conversant with the principles and rules of the Dewey Decimal Classification Scheme to classify book materials correctly
Complexity
- Minimal authority for decision-making
Problem Solving
- Expected to solve all problems relating to operations of the library

- Regular contact with suppliers of goods and services, international organisations, other libraries, and professional associations
